At the end of the year, it seems that there are always some organizations that neglect safety due to pressure to meet deadlines, excessive workload, inadequate supervision, or a tendency to take chances, which leads to accidents. Things like this always make me feel sad and depressed~~ Why do accidents occur frequently at the turn of the year? Safety professionals must be vigilant against these \"accident promoters\"! Factor 1: Companies strive to meet deadlines and complete tasks, operating at beyond-normal capacity, with excessive intensity and overstaffing, as well as exceeding limits and carrying excessive loads; this makes it easy for them to violate laws and regulations, leading to production safety accidents. Factor 2: As holidays such as New Year’s Day and Spring Festival approach, there is an increase in people traveling, as well as in large-scale cultural and entertainment events and gatherings, which puts greater pressure on road traffic safety. This leads to crowds gathering in crowded areas. Tip 3: As the weather gets colder, there is increased use of fire and electricity, which can easily lead to short circuits in electrical circuits and cause fire accidents. Factor 4: Affected by hazardous weather conditions such as low temperatures, rain and snow, freezing, and cold snaps, the safe production in urban services related to water, electricity, gas, and heating will face significant challenges. To prevent accidents and eliminate potential hazards, starting from the end of this year, the city’s Safety Committee has introduced five key measures to strictly prevent such incidents from occurring! First tactic: Strengthen supervision by focusing on key industry sectors. 🔷 Increase oversight of safety in areas such as water, electricity, gas, heating, rail transit operations, underground spaces, special equipment, and urban maintenance tasks; implement a protection program for underground pipelines, which are considered the lifelines for urban survival and development. 🔷Ongoing safety rectification efforts are carried out in key industry sectors such as mines, non-coal mines, hazardous chemicals, construction, road traffic, explosive dust, and crowded places. 🔷Take decisive actions to ensure that the tasks of addressing hazards in urban gas pipelines and oil and natural gas pipelines are completed by the end of the year as required. The second measure involves replacing unsuitable gas stoves in households; for families receiving urban and rural subsistence allowances, low-income families, those entitled to financial assistance due to living difficulties, as well as families of people in extreme poverty who are supported separately, unsuitable gas stoves are removed and replaced, and gas safety devices along with standalone smoke detection and fire alarm systems are installed. The third measure involves accelerating the relocation of functions that are not essential to the capital city. It aims to guide high-risk industries and enterprises to phase out their operations in an orderly manner, and to encourage hazardous materials handling (including storage) enterprises to make planned adjustments so as to control and reduce the number of such enterprises. Strengthen the work of phasing out tailing ponds and waste dumps. All coal mines in our city will be shut down and phased out by 2020. Measure 4: Comprehensive assessment – Thoroughly implement the tasks related to safety production assessments. Strictly abide by the \"Procedures for Assessing Provincial ** Safety Production Work\" issued by the General Office of the State Council (Guo Ban Fa [2016] No. 64) and the \"Detailed Rules for Assessing Provincial ** Safety Production Work in 2016\" issued by the State Council’s Safety Production Committee (An Wei [2016] No. 8). In accordance with the requirements set out in the notice from the Municipal Safety Production Committee regarding the preparation for the State Council’s assessment of Beijing’s safety production work in 2016, all necessary preparations for these assessments must be carried out thoroughly. Measure 5: Make every effort to ensure safety during holidays. All regions and organizations in the city should plan in advance for ensuring safety during holidays such as New Year’s Day and Spring Festival, formulate scientific work plans, ensure that responsibilities are fulfilled at all levels, and strengthen inspections related to safety during these holidays. Strengthen emergency duty arrangements, ensure proper reporting of information regarding production safety accidents and other emergency incidents, as well as provide necessary emergency support, so as to enable timely and effective handling in the event of such incidents.
