Changling Refining & Chemicals’ management of hazardous chemicals was recognized by the **State Administration of Work Safety. 2016-12-02 Source: Sinopec News. From November 18 to 19, the **State Administration of Work Safety held in Shanghai the annual meeting for enterprises that have achieved Level 1 standards in work safety management for hazardous chemicals in 2016. As one of the first hazardous chemicals handling enterprises in Hunan Province and Sinopec to achieve Level 1 certification for safety production standardization, Changling Refining & Chemicals presented a report on its safety performance at the conference. Among the 18 companies whose corporate experiences were presented, Changling Refining and Chemical Co., Ltd. ranked second after being scored and ranked, winning the Demonstration Award for First-Class Enterprise Management in Work Safety Standards for hazardous materials handling enterprises, and receiving high recognition for this achievement. Changling Refining & Chemicals strictly adheres to the new version of the \"Administrative Measures for the Registration of Hazardous Chemicals\" issued by the State Administration of Work Safety. It fully implements a safety development strategy, upholds the principle of \"safety first, prevention first, and comprehensive management,\" and strengthens the enforcement of relevant requirements. We must carry out earnestly the special campaign to improve the inherent safety level in the field of hazardous chemicals, continuously enhance safety safeguards, and raise the inherent safety level of hazardous chemical production to a new level. By taking safety production standardization as a key approach, increasing investment in safety, continuously improving safety production conditions, and accelerating the implementation of enterprises’ primary responsibilities for safety production. Changling Refining & Chemicals has formulated a series of management regulations, such as the \"Contents and Standards for Inspection of Filling of Hazardous Chemicals in Road Tankers at Changling Branch\", to strengthen the management of hazardous chemical transportation. In light of the actual situations such as a large number of customers who require fuel delivery on a daily basis, various types of tank vehicles, and uneven vehicle conditions, they conduct special audits of the qualifications of carriers in accordance with the \"Regulations on Safety Management for Hazardous Materials Carriers and During Loading, Unloading, and Transportation\", address each identified issue, and implement closed-loop management to ensure that safety is maintained at all stages of hazardous materials handling, loading, unloading, and transportation. Changling Refining & Chemicals has strengthened the emergency rescue management for hazardous chemicals, clarified the setup of emergency response organizations and the allocation of responsibilities, and standardized procedures related to early warning and support measures. They established a coordination mechanism within the company and with relevant local departments, and clearly defined the responsibilities for coordination during handling such situations. They conduct emergency rescue drills in various ways, focusing on scientific approaches to rescue efforts in order to prevent the occurrence of \"secondary accidents\". At the 2nd National Hazardous Chemicals Rescue Technology Competition, Changling Refining & Chemicals formed its own team to represent Hunan Province, making it among the top 10 in the country. Personally, I’m not particularly fond of activities such as safety production standardization and clean production. Of course, the intention behind establishing such activities was good, but in practice they have become tools for certain organizations to make money. It’s difficult for a company to succeed in carrying out such activities on its own; it’s much easier to get approval when some affiliated organizations assist with them. (They must provide assistance).
