Is there a difference between Ex d IIC and E*a IIC?
Ex d IIC is dual-certified and suitable for intrinsically safe and flameproof applications, while E*a IIC is only intrinsically safe.

I don’t understand why intrinsically safe instruments still need to be explosion-proof; intrinsically safe design already serves to limit the energy of ignition sources. Or could we just use explosion-proof instruments instead? Why use both intrinsically safe and explosion-proof designs?
The Ex d [ia] IIC explosion protection type is a composite type, featuring an intrinsically safe main unit along with devices connected to its intrinsic safety output. E*a IIC intrinsically safe and explosion-proof. ? ?

Flameproof instruments are much more expensive than intrinsically safe instruments. But some instruments can only be made in an explosion-proof design.
