Welding of H-shaped steel splices

I’m a beginner and have a rather simple question. The requirements for welding H-shaped steel joints state that the joint length of the flange plates should not be less than 2 times the plate width ； The web splicing width should not be less than 300 mm, and the length should not be less than 600 mm. Does the flange plate splicing length here refer to the total length of the two plates after splicing, or the length of each individual plate? ； Does the web splicing width refer to the height H of the welded H-beam?
The splicing length of the flange plates should not be less than 2 times the plate width, which means that the length of each of the two flange plates being spliced should be no less than 2 times the plate width； The web splicing width refers to the width of each individual plate that makes up the spliced web; in other words, for H-beams with a web width of less than 600 mm, splicing is not allowed in the direction of the web width ； The web splicing length shall be such that the length of each splicing plate is not less than 600 mm
