How can it be proven that a publication is at the national or provincial level? According to the most authoritative statements from the Press and Publication Administration, there are no standards for distinguishing between national-level and provincial-level journals; therefore, unless an organization has specific requirements, there is really no need to pay too much attention to such distinctions. However, in practical applications, some organizations still make distinctions between national and provincial-level publications, and these criteria are more or less used in the evaluation and appointment of professional titles.
