Hoods manufactured from composite plates, using 09MnNiDR+S30403 as the material, undergo hot pressing followed by normalizing and tempering treatments to restore their mechanical properties. The low-temperature impact values of the heat-treated test pieces from the base material were unsatisfactory; even after reheat treatment, these values remained unsatisfactory. Has anyone encountered a similar situation? Is there any good way to solve this?

It’s not that everything is defective; there’s no issue with the weld impact, but the base material and heat-affected zone have defects
Now it's not just a matter of substrate impact testing; after such repeated heat treatments, it's uncertain what will happen to the corrosion resistance and adhesion of the coating :(
What are your specific heat treatment parameters? What are the heat treatment parameters when the substrate is supplied?
