Evaluation work commenced for Beikong’s 4 billion cubic meters per year coal-to-gas project Author/Source: Date: 12-16-2016 Clicks: 57 On December 13, the evaluation of the application report for Beikong Jingtai Energy Development Co., Ltd.’s project to produce 4 billion cubic meters of natural gas per year from coal began. Commissioned by the **National Development and Reform Commission, Zhao Xiaoyan, an expert from China International Engineering Consulting Corporation, led an evaluation team to conduct on-site inspections of the coal-to-natural gas project operated by Beijing Enterprises JingTai Energy Development Co., Ltd. The expert group visited the Dali Coal Chemical Industry Base for on-site inspections, examining the various software and hardware requirements necessary for the implementation of the project. At the management committee of the Dalu Coal Chemical Industry Base, the expert group gained a detailed understanding of the development status of the base, the progress of project construction, and future plans for development. They also conducted an in-depth examination of the allocation of water and coal resources, environmental capacity, the construction of supporting infrastructure, as well as the development of gas transmission pipelines. Subsequently, the expert group held a discussion with the officials of Beijing Enterprises Jingtai Energy Development Co., Ltd., who gave a brief presentation on the progress of project preparations, the basic information about Beijing Enterprises Group, as well as the preliminary planning and potential for development of the project. After reviewing the report, the expert group noted that for a coal-to-natural gas project, it is necessary to take into full account not only the quality of the coal from the associated coal mines and the supply capacity of raw materials, as well as the availability of water resources in the area, but also the economic benefits that will arise once the project is completed. Thorough and detailed research needs to be conducted on the process formulation. Project evaluation is a systematic task; only by planning in advance and making thorough arrangements can enterprises ensure the smooth progress of the evaluation process. In April 2016, the environmental impact assessment for Inner Mongolia Beikong Jingtai Energy Development Co., Ltd.’s coal-to-natural gas project with an annual capacity of 4 billion cubic meters was officially approved. The project site is located in the western area of the South Industrial Base in Dali Industrial Park, Zhungeer Banner, Ordos City, Inner Mongolia Autonomous Region, covering an area of 262.17 ha. The project adopts a gasification technology combining \"pressurized coal gasification\" and \"pressurized pulverized coal gasification\". The syngas undergoes conversion and purification processes to achieve the hydrogen-to-carbon ratio required for synthetic methane; after methanation, initial compression, and dehydration, it is sent through natural gas transmission pipelines to end-users. The project generates 4 billion cubic meters of natural gas per year, which is primarily supplied to cities in Beijing and its surrounding areas, while also contributing to the replacement of clean energy in Zhungeer Banner.

It is said that construction will start next year, but the preliminary preparations take a long time as well; there are also issues related to the coal mines required for this project. At present, **coal mines are not approved, and without its own coal mines, no investor is willing to undertake coal-to-gas projects**
