Regarding the calculation of edge plates in GB50341-2014

I would like to ask everyone: In GB50341-2014, there are three formulas for edge plates, namely Equation 5.1.3, Equation 11.1.5, and Equation D.4.4. What is the difference in the use of these three formulas? Is it calculating the same thing?
The minimum width required under different load conditions; the actual value must satisfy all three of these requirements simultaneously.
According to equations D.4.4 and 11.1.5, that is, when the liquid level and the material remain constant, the thicker the edge plate, the wider it should be; this is a bit difficult to understand……
11.1.5 and Equation D.4.4 are contradictory; 11.1.5 requires Lb to be no more than 0.035D, which is clearly lower than the value specified in D.4.4. How can both requirements be satisfied simultaneously?
