Valve settings at the connection points between process materials and utility material pipelines

The one described in HG/T 20570-95 (Figure 1) is that when no common materials are being transported, the drain valve (used as a check valve here) should be opened to check for internal leaks in the valve. 2. All the N2 and steam pipelines, as well as the process pipelines in our installation, are connected using the connection method shown in (Figure 2); inspection valves are equipped with blind flanges. Why is this? What use is this drain still supposed to have with a blind cover on it?
Under normal circumstances, blind flanges are installed in the reverse direction
No, all 8-character blind flanges are closed, as some steam is not generally used; it’s only intended for use during shutdown purging
Your diagram doesn’t show blind plates on the check valves~~ Only the valves on the process material side have blind plates~~
The horizontal bar at the bottom facing downward is a blind cover, not a blind plate.
Flange, right? ~~It doesn’t mean blind~~
