These are both handles for butterfly valves. What is the difference between them, and how should one distinguish them when placing an order?

There is no need to make a distinction; it are two different types of butterfly valves, and they are equipped with different handles
The left image shows only two positions: on and off, while the right image features an adjustable handle

One is a lever-type handle butterfly valve~~the other is a duckbill-type multi-handle butterfly valve~~
Such valve wrenches must be obtained as provided by the manufacturer. In my opinion, it’s better to process it by oneself. In a while, the old valves will be taken out of use, and there will be plenty of spare parts available.
