I’m here to ask for help regarding the valve

This valve is being used for the first time, and the adjustment port is very loose. The pointer doesn’t move either. Is it the switch or the valve that’s broken? Thank you all, guys
I can’t see the second image. If it’s an electric valve, first check whether the manual/automatic switch is set to manual mode.
Electric valve. I don’t see any switch on the valve either. .
Different manufacturers use different designs; some have handles (on the inside of the handwheel), with “Manual – Automatic” indicated. If neither of those works, you can try pulling and pushing the handwheel to see if that will make it function. It would be best to have the instructions to look at.
Should it be manual or automatic? Take a close look; also, providing the brand and model might help to figure it out
