Have questions about using welded steel pipes for large-diameter pipelines under low-temperature and low-pressure conditions?

For small-diameter pipes, GB/T8163-2008 and 20# grade were selected; for large-diameter pipes, GB/T9711-2011 with L245 grade was used, while SY/T 5037-2012 specified 20# grade. I would like to know what the differences are between these two standards and these two material grades? Can they be used interchangeably? Which one has a better price? I would appreciate the guidance from all experts. Thank you!
