Can process material pipelines use necked flat welding flanges?

sea friends: "SH-T-3059-2001 General Principles for Selection and Design of Petrochemical Pipeline Equipment" stipulates in 7.4.4 that "pipes for process materials and combustible media shall not use plate flat welding flanges. ” Please ask sea friends: 1-Why can't we use plate flat welding flange? 2-Can we use neck flat welding flange? Please feel free to enlighten me.
New standard SH/T3059-2012. The strength of plate flat welding is low, and the bolts and nuts used are also correspondingly low.
Our factory is all flat welding flanges. . . And it is a flammable and explosive medium. . .
The specification stipulates that at least necked flat welding flanges (SO) must be used under flammable and explosive media conditions. Flat welding flanges are not allowed to be used in such working conditions.
1. Flat welding flanges cannot be used because the welds of flat welding flanges are fillet welds, not penetration welds, and the welding quality is relatively low. 2. Flat welding flanges with necks can be used as butt welding flanges since they have a neck.
What standard stipulates this?
