Can water tar be used as a substitute for petroleum asphalt in the anti-corrosion coating of outdoor buried pipes using two layers of fabric and three layers of oil?

The pipes for secondary water supply need to be protected against corrosion; the project team is using tar and glass cloth for this purpose. Is this approach feasible?
