It depends on what the medium in the pipeline is. If the medium is gas, and a discharge valve is installed solely for pipeline pressure testing, it is not necessary to add one for media that are highly prone to leakage
It is necessary to arrange for high-point venting; after pressure testing with hazardous media, the vent valve should be replaced with a blind flange to prevent leaks and reduce the number of potential leakage points
I have seen a certain pipeline, elevated and over ten kilometers long, equipped with hundreds of bell-type compensators, each of which has a high-point vent valve. But when it was finally built, none of them were there.
