1. Do the current Q345R and 16MnR refer to the same material? 2. Are Q345 and Q345R the same material?
This should be the material of the container. The pipe material grade 16Mn has been discontinued; nowadays it’s the Q345 series A–E, but forgings such as flanges still use 16Mn. Using a standard other than Q345 is not acceptable
345R steel is a special plate for pressure vessels with a yield strength of 345 MPa; it possesses excellent comprehensive mechanical properties and processability. The phosphorus and sulfur contents are slightly lower than those of the low-alloy high-strength steel Q345(16Mn). In addition to higher requirements for tensile strength and elongation compared to Q345(16Mn) steel, impact toughness must also be ensured.

The grade of the pipe is A333; structurally, it is usually Q345. Poor Q345 is going to be discontinued as well
Q345 and Q345R are not the same material; they can be considered almost identical. The number 345 refers to the yield strength. Q345R is used for containers, while Q345A–E are used for pipes. Q345A–B and similar grades are used in steel structures. Different standards apply to each of these materials; overall they are quite similar, but the various standards do impose some additional requirements as well as slight adjustments to the elemental compositions. The manufacturing processes also require slight modifications.
The basic mechanical properties are not very different, but the steel with the ‘r’ designation is designed specifically for containers, and it follows different standard specifications
