The higher the pressure, the more leakage there is, indicating that the packing has failed, so the valve stem sealing packing can only be replaced.
Disassemble it and decide whether to replace the sealing packing or valve stem according to the actual situation.
This is definitely not a butterfly valve. It should be a plug valve whose principle is close to that of a ball valve!
