How to understand the 3.1 certificate for valve companies?

Our company issues our own 3.1 certificates to customers, with all the relevant information being converted into our own format. Now the customer is requesting a quality certificate from the casting supplier; how can we politely decline this request in a way that is reasonable and well-founded?
3.1 The certificate is a self-declaration by the manufacturer and cannot replace the original quality certification documents of the product. When requested by the user, the original supporting documents should be provided.
It should be difficult to refuse this request. Logically, a material report from the foundry is required before a material report can be issued by the valve manufacturer; yet in most cases, manufacturers simply fill out the 3.1 certificate on their own, following their own standards for materials. .
