Is it possible to insulate tetrafluoroethylene pipes?

There is a substance available: one that contains -CL and is volatile at room temperature (it needs to be used in a liquid state; maintaining a temperature of -20 degrees Celsius keeps it in liquid form), as well as CN- groups. Steel-lined PTFE tubes are now being used, but how can the low-temperature condition be maintained? Can a sleeve be added outside a tetrafluoro tube? Is there such a practice? Are such pipes available for sale? Or could other alternative materials be used? Are there any recommendations from experts? The pipe is not very large, around DN20.
How do I operate this? Should I buy steel-lined PTFE tubes and add sleeves myself, or are there ready-made ones available? Are there any manufacturers recommended? Are there any relevant standards for reference?
At -20 degrees Celsius, insulation may not be sufficient.
Adding a sleeve outside the tetrafluoroethylene tube is too costly, as 100% weld inspection is required before installation, and pressure testing is also necessary before the tube can be put into use. Therefore, it is recommended to use a cooling tube along with insulation material, with tar and a protective coating applied over the insulation material.
