Responsibly speaking: No. Rushing the work during construction, the use of low-quality materials by unscrupulous suppliers (mainly gaskets), and the attitude of the workers (the main problem being insufficient bolts and inadequate tightening) can all cause leaks in the piping system. Even though you conduct pressure testing, using only nitrogen or compressed air depending on the circumstances, leaks will still occur everywhere once other materials are introduced for normal operation. But if you don’t try, even more mistakes will be made, which not only affects your company’s reputation but also results in a huge amount of work that needs to be redone. I am in charge of equipment management for the client side; without seeing firsthand the pressure testing carried out by the contractor and without seeing the relevant photos, I will not sign the completion acceptance form. In the case of pressure vessels or pressure pipelines, without undergoing pressure testing, the supervision and inspection authority will not issue a supervision report, and the construction unit will thus be unable to bring them into operation legally. Only a small number of pipelines with low pressure and non-hazardous media can, in accordance with regulatory requirements, undergo pressure testing at the same time as the initial operation of the facility. In short, no matter how troublesome this step may be, it must not be skipped at all – the responsibility is significant!
