Look, the positions of these valves are all high; one of the valve stems is even right next to the steel ladder
Rectifications can only be proposed during the three inspections and four determinations phase; thus, an additional platform has to be added. What I mean is, are the people in charge of review at the design institute starting to be careless now?

It’s uncertain whether it was designed or not. It’s easy to make the necessary adjustments: both valve handles should face in the direction of the pump, and an operating platform should be added below the valves.

Change direction and add an operation platform
See what kind of valve it is – whether it’s normally open or normally closed. If it’s normally open, opening it once a year is sufficient; if it opens a bit too much, adjust its direction or use a movable ladder. A fixed operating platform in this area would interfere with pedestrians
