As the title suggests: An environmental impact assessment must be conducted before any smelting project can proceed. 1. What are the bases for preparing an environmental impact assessment report? In particular, as for the coal consumption, where do the emission data for waste gas, wastewater, and solid waste come from? Will it be in the feasibility study report? 2. If there are differences between the subsequent basic and detailed designs and the environmental impact assessment report (which is the case 100% of the time), how should these be addressed? To complete the registration for using the following boilers, only the documents listed in items 1 and 2 of the previous paragraph are required: (1) Steam boilers with a water capacity of less than 50L ; (2) Steam boilers with a rated steam pressure not exceeding 0.1 Mpa ; (3) Hot water boilers with a rated outlet temperature of less than 120°C and a rated thermal power of not more than 2.8 MW ; The steam (water) distribution cylinder in the boiler room is registered for use along with the boiler, and no separate registration certificate is issued for it. 3. Pressure Vessels (1) “Use Registration Form” (two copies, stamped with the official seal) ; (2) Organization code certificate of the using unit or personal identification document (applicable to pressure vessels owned by individual citizens) ; (3) Pressure vessel product certificate (including product data sheet) ; (4) Pressure vessel supervision and inspection certificate (applicable to those requiring supervision and inspection) ; (5) Documentation proving the installation quality of pressure vessels ; (6) Acceptance documents for pressure vessels prior to commissioning ; (7) License for the moving parts of mobile pressure vessel vehicles ; (8) Approval certificate for the installation of a medical oxygen chamber. 21. Trial production (the trial production period approved by the environmental protection authorities) 1. Application form for the registration of the trial production (use) plan for the construction project and related documents ; 2. Trial production (operation) plan for the construction project ; 3. Opinions of various design, construction, and supervision units on the trial production (operation) plan for the construction project, as well as on whether the conditions for trial production (operation) are met ; 4. Review comments from relevant experts organized by the project owner on the trial production (use) plan ; 5. Reports from various design firms on major changes in the design of safety facilities ; 6. Reports from various construction units on the implementation of safety facility designs during the construction process ; 7. Report on the inspections carried out by the project owner regarding missing items in the design, project quality, and potential risks in the project, as well as the implementation of corrective measures ; 8. Qualification certificates (copies) of the various design and construction firms involved in the project, as well as qualification certificates of the supervision firms or documents related to quality supervision for the project (copies) ; 9. Safety qualification certificates of the main persons in charge of the construction unit and safety production management personnel, as well as copies of the professional qualification certificates of registered safety engineers; a list of workers engaged in special types of work; and proof of completion of safety education and training for other employees ; 10. Explanation regarding the provision of labor protection supplies in construction projects ; 11. Documents on the construction unit’s safety production responsibility system, list of safety production regulations, list of safety procedures for various positions ; 12. Document (copy) showing that the construction unit has established a safety production management department and assigned full-time safety production managers. 22. Completion Acceptance (Opinions from the health department regarding the acceptance of occupational disease prevention facilities, opinions from the environmental protection department regarding the completion acceptance of pollution prevention facilities, and opinions from the work safety supervision department regarding the completion acceptance of safety facilities) 1. Acceptance of occupational disease prevention facilities: (i) For construction projects with moderate levels of occupational disease hazards, the construction unit is responsible for organizing the completion acceptance of the occupational disease prevention facilities. Within 30 days after the completion of this acceptance process, the unit must apply to the work safety supervision and management department for registration of these facilities in accordance with Articles 5 and 6 of these regulations, submitting the following documents and materials: (1) Application form for registration of occupational disease prevention facilities in a construction project ; (2) Notice of Filing the Pre-assessment Report on Occupational Disease Hazards for the Construction Project (copy) ; (3) Project approval documents (copy) ; (4) Special chapter on the design of occupational disease prevention facilities for construction projects ; (5) Qualification certificate of the institution responsible for evaluating the effectiveness of controls against occupational disease hazards in construction projects (photocopy) ; (6) Evaluation Report on the Control Effect of Occupational Disease Hazards in Construction Projects ; (7) Comments of occupational health experts on the evaluation report on the effectiveness of controls against occupational disease hazards ; (8) Review comments of the construction unit on the evaluation report on the control effectiveness of occupational disease hazards ; (9) Report on the self-inspection upon completion of occupational disease prevention facilities for construction projects ; (10) Other documents and materials specified by laws, administrative regulations, and rules. (2) When a construction project with relatively severe occupational disease hazards is completed, the construction unit shall, in accordance with Articles 5 and 6 of these measures, apply to the work safety supervision and management department for the completion inspection of the occupational disease prevention facilities in that project, and submit the following documents and materials: (1) Application for the completion inspection of the occupational disease prevention facilities in the construction project ; (2) Approval document for the pre-assessment report on occupational disease hazards in construction projects ; (3) Qualification certificate of the institution for evaluating the control effectiveness of occupational disease hazards in construction projects (photocopy) ; (4) Approval documents for project initiation (copy) ; (5) Special section on the design of occupational disease prevention facilities for construction projects ; (6) Evaluation Report on the Control Effect of Occupational Disease Hazards in Construction Projects ; (7) Comments of occupational health experts on the evaluation report on the effectiveness of controls against occupational disease hazards ; (8) Review comments of the construction unit on the evaluation report on the control effectiveness of occupational disease hazards ; (9) Qualification certificates (photocopies) of the construction unit and supervision unit for occupational disease prevention facilities in the construction project ; (10) Other documents and materials specified by laws, administrative regulations, and rules. (III) When conducting the completion inspection for construction projects with serious occupational disease hazards, the project owner shall, in accordance with Articles 5 and 6 of these regulations, apply to the work safety supervision and management department for the completion inspection of the occupational disease prevention facilities in such projects, and submit the following documents and materials: Application for the completion inspection of occupational disease prevention facilities in the construction project ; (1) Approval document for the design review of occupational disease prevention facilities for the construction project (copy) ; (2) Qualification certificate of the institution for evaluating the control effectiveness of occupational disease hazards in construction projects (photocopy) ; (3) Evaluation Report on the Control Effect of Occupational Disease Hazards in Construction Projects ; (4) Comments of occupational health experts on the evaluation report on the effectiveness of controls against occupational disease hazards ; (5) Review comments of the construction unit on the evaluation report on the control effectiveness of occupational disease hazards ; (6) Qualification certificates (photocopies) of the construction unit and supervision unit for occupational disease prevention facilities in the construction project ; (7) Other documents and materials specified by laws, administrative regulations, and rules. 2. Environmental protection facility acceptance (1) Written request for environmental protection acceptance upon completion of the construction project ; (2) Report on the implementation of environmental protection measures for the construction project ; (3) Public disclosure materials for the environmental impact assessment upon completion of the construction project, prepared by the monitoring or investigation unit responsible for the assessment ; (4) Acceptance monitoring or investigation report ; (5) Summary report on environmental supervision (to be submitted by construction projects requiring environmental supervision). 3. Acceptance of safety facilities (1) Application form and documents for the final acceptance of safety facilities in construction projects ; (2) Reports on the construction and supervision of safety facilities for the construction project prepared by the respective construction and supervision units ; (3) Safety acceptance evaluation report for construction project ; (4) Report by the project owner on the trial production (operation) of the construction project, including information such as whether any accidents occurred during the trial production (operation) period, the preventive measures taken, and the status of corrective actions ; (5) Proof materials (copies) showing that the construction unit has paid work-related injury insurance premiums for its employees ; (6) Record Form for Filing the Emergency Plan for Chemical Accidents of the construction unit (copy) ; (7) If the production and storage equipment (facilities) constitute a **major chemical hazard source**, a copy of the registration certificate for the **major chemical hazard source** must also be submitted. 23. Application for a work safety license (to be applied for by hazardous ** production enterprises to the provincial work safety supervision department) 1. Documents and application form for applying for a work safety license ; 2. Documents on the safety production responsibility system, safety production regulations, and list of job-specific safety procedures ; 3. Copies of the documents establishing a safety production management organization and assigning full-time safety production managers ; 4. Copies of the safety qualification certificates or special operation permits for the main person in charge, the person responsible for safety, safety management personnel, and those engaged in special operations ; 5. Report on the allocation and utilization of funds related to work safety; new enterprises shall submit documents outlining the regulations regarding the allocation and use of such funds ; 6.
