Ground torch problem?

Ground-level multi-stage torches: Our company primarily uses them to burn liquefied hydrocarbons such as propylene, as well as the waste gases generated as a result of propylene’s polymerization reaction. The overall design features 18 stages of flares; the first, second, and third stages are equipped with steam assistance for combustion, while stages 4–18 do not have such assistance. Why does combustion with steam assistance produce black smoke, whereas flames without steam assistance do not emit smoke?
The combustion at the four stages in front of the ground torch in your company is incomplete; there is an issue with the ratio between the number of pipelines and burners at each of stages 1 to 4 – in other words, it’s a design flaw.
Are ground torches used frequently? In most of our refineries, we use elevated torches
