Is the asphalt unit considered a vacuum distillation unit?

According to the **Industrial Structure Adjustment Catalogue, atmospheric and vacuum distillation units with a capacity of 2 million tons per year or less fall under the scope of elimination, but asphalt production units are not mentioned. Moreover, the scale of asphalt production facilities is relatively small; if such facilities are also classified as atmospheric and vacuum distillation units, then many asphalt production facilities in China would have to be shut down. Our company has an asphalt production facility with a capacity of 500,000 tons per year, and we are concerned that it might be included in the list of facilities to be phased out. Has anyone encountered such a problem? Do you know if any department has provided an explanation regarding whether asphalt production facilities are considered atmospheric or vacuum distillation units? Thank you!
