How to address insufficient burial depth of underground pipelines

The buried depth of the underground drainage pipes in the new project is insufficient; the requirement is that they be buried at a depth of 1.4 meters or more, but the actual depth is only 1 meter. How can this issue be resolved?
I have seen this type of problem in two instances: soil is placed on top to increase the burial depth, and the sides and the upper part are secured with concrete.
Strengthen freeze protection in winter. Insulation on the pipeline.
The sewage discharge pipe meets the requirement of 1.4M; actually, around 1M is sufficient
One can’t rely on luck; if it freezes and cracks, it’s completely unusable.
