What does 4×25 refer to in the material list for standalone H-beam pipe racks?

Experts, in the atlas for independent H-shaped steel pipe racks, what is the 4×25 item in the material list for single-layer movable pipe racks (i.e., the item numbered 8)? How to weld it, and where to weld it?
Part No. 8 is a gasket used for groove welding of flanges; it prevents the molten metal from flowing during welding and ensures proper penetration at the root, and it is not subject to any stress. As shown in the diagram, a single-sided fillet weld is used under the backing plate, with a weld height of 4 mm
