The team leaders in charge of various aspects of the project worked closely with the owner and the supervisor to continuously improve the commissioning plan. Through joint efforts, the conditions for commissioning were gradually brought under control, and it was ultimately achieved that the compressor operated stably at its rated speed with all parameters within normal ranges, thus meeting the goal of a successful first attempt at commissioning. Recently, Guangxi Huayi Energy Chemical Co., Ltd. held a special meeting on the “Three Inspections and Four Determinations” at the project department for the ethylene glycol production facility on the Huayi industrial gas island operated by Donghua Technology in Guangxi. The principal officials from relevant companies such as Donghua Technology, Sinochem Second Construction, Sinochem Sixth Construction, Shenlong Anti-Corrosion, Guangxi Er’an, Huayi Engineering, Huayi Construction, and the Chemical Industry Supervision Agency attended the meeting. The holding of the meeting marks the entry of the project into the countdown phase for handover, officially initiating the \"three inspections and four confirmations\" inspection and acceptance process prior to the formal handover. During the meeting, Ma Hengping, the project manager of Donghua Technology Guangxi Huayi, gave a report on the progress of the self-inspection work under the \"three inspections and four determinations\" framework. He said that due to factors such as the pandemic in 2020, the project schedule was under pressure; however, through the joint efforts of Donghua Technology and various subcontractors, the main construction of the project has been largely completed, and work related to equipment installation, interior decoration, and piping and instrumentation is nearing completion. At the meeting, the supervision unit highly praised the work achievements of Donghua Technology, reported on the progress of the preliminary checks under the \"three inspections and four determinations\" process, and pointed out that these measures serve as a guarantee for project quality and are effective ways to ensure the success of joint commissioning and trial operations with materials introduced into the system. After the meeting, the heads of various departments at Donghua Technology, in accordance with the requirements set forth, worked together with the relevant team from Guangxi Hua Yi Energy Chemical to conduct on-site inspections of the project site. They checked the construction quality, identified potential problems, and examined all unfinished aspects of the project one by one. To address the identified issues, tasks, responsible persons, timelines, and measures are determined on the spot. Subsequently, Guangxi Huayi Energy Chemicals reviewed the project’s documentation, and discussed with Donghua Technology the issues identified during this \"three inspections and four determinations\" process to establish timelines for making the necessary corrections. Based on the list of issues, Ma Hengping promptly organized the heads of various departments to hold discussions, in order to develop plans for rectification. He required these department heads to carry out the necessary corrections within a set time frame, to fulfill their responsibilities as assigned, and to make improvements step by step. The contract value for the ethylene glycol unit in Guangxi Huayi Industrial Gas Island project amounts to nearly 950 million yuan, with an annual production capacity of 200,000 tons of ethylene glycol. The plant produces ethylene glycol using raw materials supplied by upstream gasification and purification units; it employs reliable and advanced technologies, and takes advantage of China’s abundant coal resources or imported coal, which gives it great significance from an energy strategy perspective.
