In the golden season of autumn, Shaanxi Yueneng Fine Chemical Materials Co., Ltd. takes advantage of this optimal time for project construction to accelerate progress and speed up the development of its plant for producing 1 million tons per year of high-end chemical materials. To date, all underground works such as primary ground pipelines and pile foundations for the main structures have been completed, and efforts are being made at full speed to advance the construction of the civil engineering works. The Yueneng 1 million tons per year high-end chemical new materials project is located in the Yushen Industrial Zone, covers an area of 1,500 mu, and has a total estimated investment of 10.315 billion yuan. The construction scope mainly includes a 400,000-ton/year DMTA plant, a 200,000-ton/year ethylene oxide plant, a 200,000-ton/year polyether superplasticizer monomer plant, a 100,000-ton/year propylene oxide plant, a 260,000-ton/year hydrogen peroxide plant, an 80,000-ton/year acrylic acid plant, a 120,000-ton/year butyl acrylate plant, a 400,000-ton/year acrylate emulsion plant, a 400,000-ton/year polycarboxylate superplasticizer plant, as well as supporting utility and auxiliary facilities. Ren Guoyu, the chief engineer of Yulin Fine Chemical Materials Co., Ltd., told reporters that the effective construction period in northern Shaanxi during winter is short. To ensure that civil engineering projects are completed before winter arrives, the company’s five project departments have implemented a strengthened management approach based on the principle of “three managements, three controls, and one coordination”: managing progress, quality, and safety; controlling costs, risks, and contracts; and coordinating activities on site. At the same time, an owner-led joint management team (IPMT) mechanism was innovatively adopted, with a third-party professional project management firm possessing extensive construction experience (Sinopec Company No. 4) being hired to oversee the entire process. Each construction unit was required to carry out a \"pilot project for the first batch of work\", and management was carried out in accordance with A, B, and C categories, thereby ensuring both project progress and quality while also improving work efficiency and reducing management costs. Since the civil engineering work for the 9 sets of main units began in April 2025, more than 1,200 workers from 7 construction companies have been stationed at the site. To date, 30% progress has been achieved on the overall layout; underground works such as the primary ground pipelines across the site and the pile foundations for the main equipment have been completed, and the foundation of the main equipment is now at sea level. At the same time, the review of the design drawings and models for the main unit as well as the auxiliary equipment has been completed.
