Our company has constructed approximately 3.7 KM of utility tunnels in a petrochemical park, and now we need to prepare a trial production plan for these tunnel frameworks; anyone with expertise could please provide some guidance. Specific details: There are 3 utility tunnels in the public areas of the park, with a total length of approximately 3.7 KM. Their purpose is to provide a pipeline transportation system for downstream enterprises, enabling the transfer of materials from petrochemical facilities to their respective plants. What’s special about this setup is that our company only has ownership and control over the tunnel structures sowie two sewage pipelines and one main utility flare pipeline that run above the tunnels; the pipelines above the tunnels are under the management of those downstream enterprises. The tunnels have now been built and are ready for use, with several pipelines belonging to downstream enterprises already installed above them. At present, it is necessary to develop a trial production plan for the pipe rack, and I hope that relevant experts can provide some guidance.
There is a lot that needs to be managed, along with numerous regulations to establish. For example: 1. For the operation and management of public utility tunnels, it is necessary to establish a mutual rescue system with larger enterprises in the surrounding area ; 2. Uniformly specify the markings for pipeline locations and material properties in utility tunnels ; 3. Requirements for standardized safety management of public utility tunnels, including emergency response plans and drill procedures for tunnels and pipelines. 4. Inspection routes for utility tunnels and requirements for online monitoring.

Construction Safety Responsibility Agreement ; 3. Open management of utility tunnels, online CCTV surveillance, management of external construction firms, external vehicles, and unauthorized personnel ; 3.
