I have a question regarding grounding

The grounding wire is connected to the flat steel (disconnecting clip); are there any specifications or diagrams regarding whether terminal lugs should be used on both sides of the flat steel? At present, for each grounding screw we use 2 grounding wires in the connection (one on the nut side and one on the other side of the nut), but the owner says this is not acceptable. The closest reference I can find at the moment is 5.1.3 in 50575. However, this specification doesn’t seem to be specifically aimed at grounding. Do any of you experts know of any specifications that could serve as a basis for our current construction work?
It’s possible to crimp two grounding wires together, but the question is why you would want to crimp the grounding wires onto a disconnecting clip – I’ve never seen such a practice.
