What is EPC turnkey project contracting? (1) The owner entrusts all aspects of the project’s design, procurement, and construction to a general contractor, who is fully responsible for the project’s safety, quality, schedule, and cost. (2) The general contractor may subcontract some of the design, procurement, and construction tasks to sub-contractors, with the subcontract agreements being signed between the general contractor and such sub-contractors. (3) The obligations of the subcontractor regarding the construction project are fulfilled through the general contractor towards the owner. (4) The owner carries out overall, principled, and goal-oriented coordination and control of the turnkey project, with little involvement in the specific implementation work. (5) The owner pays the contract price in accordance with the contract provisions, the contractor completes the work as stipulated in the contract, and ultimately the work is inspected and settled in line with the contract terms.
For organizations that lack strong capabilities in project management and have a shortage of professional staff, adopting the EPC approach for project construction is a good option. It is advisable to choose companies with strong general contracting skills, extensive experience in similar projects, and a good reputation, in order to avoid investing large amounts of money only to see the project fail, which could affect its commissioning and stable operation – an outcome that would be highly costly. For companies with extensive management experience and sufficient staff, it is better to manage things on their own; at least each aspect can be adjusted as needed, avoiding dependence on others and thus protecting the overall progress of the project.
