If there are any updates to these criteria, please feel free to add or correct them, dear friends! In the construction industry, some of the highly recognized certificates include: First-Class Constructor, Second-Class Constructor, Cost Engineer, Supervision Engineer, Structural Engineer, Real Estate Appraiser, Land Registration Agent, Geotechnical Engineer, Quality Engineer, Urban Planner, Safety Engineer, Real Estate Agent, Investment Project Manager, Interior Designer, Environmental Impact Assessment Specialist, Architectural Consultant Engineer, Highway Supervision Engineer, Equipment Supervision Engineer, Safety Assessment Specialist, Property Manager, and Land Appraiser. These certificates can be chosen depending on the specific field in which one works. To determine the certificate for which you need to take the exam. Among them, the exams with the largest number of participants are mainly the First-Class Constructor Exam, the Second-Class Constructor Exam, the Cost Engineer Exam, the Safety Engineer Exam, the Supervision Engineer Exam, and the Consulting Engineer Exam. These have always had a high number of candidates over the years. The First-Class Constructor Exam and the Second-Class Constructor Exam have the lowest pass rates, which is why more people enroll in training programs for these exams. As for the Structural Engineer Exam, the Real Estate Appraiser Exam, the Land Registration Agent Exam, the Geotechnical Engineer Exam, the Quality Engineer Exam, the Urban Planner Exam, the Real Estate Broker Exam, the Investment Project Management Exam, the Interior Designer Exam, the Environmental Impact Assessment Engineer Exam, the Architect Exam, the Highway Supervision Engineer Exam, the Equipment Supervision Engineer Exam, the Safety Assessment Engineer Exam, the Property Manager Exam, and the Land Appraiser Exam, the number of participants in these exams is relatively lower. Eligibility criteria for the Level 1 Constructor exam: 1. Those who abide by **laws and regulations and meet one of the following conditions may apply to take the Level 1 Constructor professional qualification exam: (1) Hold an associate degree in engineering or engineering economics, with 6 years of work experience, of which at least 4 years have been spent in construction project management ； (2) Hold a bachelor’s degree in engineering or engineering economics, with 4 years of work experience, of which at least 3 years have been spent in construction project management ； (3) Have obtained a double bachelor’s degree in engineering or engineering economics, or graduated from a postgraduate program; have at least 3 years of work experience, including at least 2 years of experience in construction project management ； (4) Hold a master’s degree in engineering or engineering economics; have at least 2 years of work experience, including at least 1 year of experience in construction project management ； (5) Hold a doctoral degree in engineering or engineering economics, and have at least 1 year of experience in the management of construction projects. 2. Those who meet the above application requirements, obtained the \"First-Class Project Manager Qualification Certificate for Construction Enterprises\" issued by the Ministry of Construction before December 31, 2003, and satisfy one of the following conditions may be exempted from the exams in \"Construction Project Economics\" and \"Construction Project Management\", and only need to take the exams in \"Construction Project Laws and Related Knowledge\" and \"Professional Engineering Management and Practice\": (1) Holding a senior professional technical position in engineering or engineering economics ； (2) Possess a junior college degree or above in engineering or engineering economics, and have at least 20 years of experience in construction project management. 3. Those who already hold a first-class constructor qualification certificate can also, based on the actual needs of their work, choose the appropriate specialty from the \"Professional Engineering Management and Practice\" subjects and register for the exam. Upon passing the exam, a **standardly printed certificate of qualification for the respective specialty is issued.** This certificate serves as the basis for adding a practice specialty category during registration. 4. In accordance with the provisions of Document No. 10 issued by the relevant authorities, the educational qualification requirement specified in the application criteria refers to a formal education degree recognized by the Ministry of Education. The requirement regarding work experience refers to the total amount of time spent working in this field by the applicant before and after obtaining their degree, with the deadline being the end of the year in which the application is submitted. Eligibility criteria for the Level 2 Constructor exam: (1) Those who abide by laws and regulations, possess a secondary vocational education degree or above in engineering or engineering economics, and have at least 2 years of experience in construction project management, are eligible to apply for the Level 2 Constructor professional qualification exam. (II) Those who meet the application requirements specified in (I) above, possess an intermediate or higher professional technical title in engineering (engineering economics), or have at least 15 years of experience in the management of construction projects, and who also satisfy the following conditions, may be exempted from some examination subjects: 1. Those who have already obtained the \"First-Class Project Manager Qualification Certificate\" issued by the construction administration authorities can be exempted from the examinations in \"Construction Project Management\" and \"Construction Project Laws and Related Knowledge\", and only need to take the exam in \"Professional Engineering Management and Practice\". 2. Those who have obtained the \"Second-Level Project Manager Qualification Certificate for Construction Enterprises\" issued by the construction administration department are exempt from the exam in \"Construction Project Management\" and only need to take the exams in \"Construction Project Laws and Related Knowledge\" and \"Professional Project Management and Practice\". (III) Those who have already obtained the \"Second-Level Constructor Practice Qualification Certificate of the People’s Republic of China\" may, depending on their actual work needs, choose to take the exam in another subject titled \"Professional Engineering Management and Practice\". A certificate of proficiency in the relevant specialty is issued upon passing the exam. This certificate serves as the basis for adding a practice specialty category during registration. (IV) The requirement regarding the number of years of experience in construction project management as specified in the above application conditions is valid until the end of the year in which the application is submitted.
Eligibility requirements for the Registered Consulting Engineer examination: (1) Eligibility to take all subjects (five exams in total): Any citizen of the People’s Republic of China who abides by **laws and regulations and meets one of the following conditions may apply to take the Registered Consulting Engineer (Investment) professional qualification examination. 1. Having graduated from a junior college program in engineering technology or engineering economics, and having worked in engineering consulting-related fields for at least 8 years ； 2. Having graduated with a bachelor’s degree in engineering technology or engineering economics, and having worked in engineering consulting-related fields for at least 6 years ； 3. Having obtained a second bachelor’s degree in engineering technology or engineering economics, or having completed postgraduate studies, and having worked in engineering consulting-related fields for at least 4 years ； 4. Having obtained a master’s degree in engineering technology or engineering economics, and having worked in engineering consulting-related fields for at least 3 years ； 5. Having obtained a doctoral degree in engineering technology or engineering economics, and having worked in engineering consulting-related fields for at least 2 years ； 6. For those who hold the aforementioned academic qualifications or degrees in fields other than engineering technology or engineering economics, the required years of experience in engineering consulting-related work are increased by 2 years accordingly ； 7. Other conditions stipulated by the Human Resources Department and the **Development Planning Commission. (II) Requirements for exemption from certain subjects (taking two exams): Those who meet one of the following conditions may be exempted from the exams in \"Introduction to Engineering Consulting\", \"Macroeconomic Policy and Development Planning\", and \"Organization and Management of Engineering Projects\": 1. Persons who fall within the scope of assessment but did not pass it ； 2. Principal contributors to projects that have won the Excellent Engineering Consulting Achievement Award from the **Planning Commission or the China Engineering Consulting Association, as well as the National Excellent Engineering Survey and Design Award ； 3. Obtain the qualification for a senior professional and technical position in accordance with **relevant regulations by the end of 2002, and have at least 8 years of experience in engineering consulting-related work ； 4. Pass the **professional qualification exam, obtain a professional qualification certificate in engineering and technology, and have at least 8 years of experience in engineering consulting-related work. (III) Explanation of the application requirements: 1. Anyone who meets the conditions specified in (I), regardless of whether they are retired or not, and without any age restrictions, may apply to take the professional qualification examination for registered consulting engineers (investment). 2. The “length of service” specified in (I) refers to the total amount of time that the applicant has been engaged in engineering consulting-related activities; the deadline for this is the end of the year in which the examination is applied for, and it is calculated on a per-year basis. 3. The “engineering and technical” majors referred to in (I) refer to all science and engineering majors designated by the Ministry of Education ； The so-called “engineering economics” majors include Engineering Management, Investment Economics, Technical Economics, Project Management, and Economic Management. The educational qualification requirement in the application criteria refers to **educational degrees from the national education system recognized by the Ministry of Education**. 4. The “engineering consulting-related services” referred to in (I) mean the 8 categories of services specified in the \"Implementation Measures for the Qualification Assessment of Engineering Consulting Firms (Revised)\\", issued by the China Consulting Association upon commission from the former **Planning Commission. These services include planning consultation, preparation of project proposals, preparation of project feasibility study reports, evaluation consultation, engineering design, bidding consultation, project supervision, and management consultation. In addition, there are also engineering consulting management, investment and construction management, as well as education and training services related to these 8 categories of services. 5. The “persons who failed the assessment and evaluation” referred to in (II)1 are those who meet the requirements for such assessment and evaluation but failed due to quantity limits. This list of personnel is provided by the Office of the Leading Group for the Recognition of Professional Qualifications for National Registered Consulting Engineers (Investment). 6. The “main contributors” to the awards mentioned in (II)2 refer to all the individuals listed on the award certificates or lists of winners for the first, second, and third prizes for outstanding research results issued by the former **Planning Commission (formerly known as the Science and Technology Progress Awards), for the first, second, and third prizes for outstanding engineering consultation achievements awarded by the China Engineering Consulting Association, and for the gold, silver, and bronze awards for excellent engineering design and engineering survey work issued by the Ministry of Construction.
Eligibility requirements for the Cost Engineer examination: Any citizen of the People’s Republic of China who abides by laws and regulations and meets one of the following conditions may take the Cost Engineer professional qualification examination: (1) Having graduated from a college program in engineering cost management and having worked in the field of engineering cost for at least 5 years； Having graduated from a junior college program in engineering or engineering economics, and having worked in the field of project cost estimation for at least 6 years. (II) Having completed a bachelor’s degree in engineering cost management and having worked in the field of engineering cost for at least 4 years ； Having graduated with a bachelor’s degree in engineering or engineering economics, and having at least 5 years of experience in engineering cost estimation work. (III) Having obtained a second bachelor’s degree in the aforementioned field or graduated from a graduate program and acquired a master’s degree, and having worked in engineering cost estimation for at least 3 years. (IV) Having obtained the aforementioned professional doctoral degree, and having worked in engineering cost management for at least 2 years. Those who were appointed to senior professional and technical positions prior to the date of issuance of the \"Notice by the Ministry of Human Resources and the Ministry of Construction on the Issuance of the Interim Provisions on the Professional Qualification System for Cost Engineers\" (Ren Fa [1996] No. 77), and who meet one of the following conditions, may be exempted from the exams in \"Knowledge Related to Project Cost Management\" and \"Construction Engineering Technology and Measurement\". (1) Graduated from a bachelor’s program in engineering or engineering economics prior to or including 1970, with at least 15 years of experience in engineering cost management. (II) Graduated from a junior college program in engineering or engineering economics prior to or including 1970, with at least 20 years of experience in engineering cost management. (III) Graduated from a secondary vocational school in engineering or engineering economics prior to 1970 (inclusive), with at least 25 years of experience in engineering cost management. Registration time and method: Registration typically begins in April each year (subject to the dates announced by the local personnel examination authority). Applicants must submit an application on their own initiative; after obtaining approval from their employer, they shall bring the relevant supporting documents to the local personnel examination authority to complete the registration process. ****Employees of various departments of the State Council, military units, and directly affiliated organizations register for the exam in accordance with the principle of territorial jurisdiction. Those who pass the Professional Qualification Examination for Cost Engineers are awarded a \"Professional Qualification Certificate for Cost Engineers\", which is printed uniformly by the Ministry of Human Resources and Social Security and stamped by both this ministry and the Ministry of Construction, and such certificates are issued by the human resources (job reform) departments of each province, autonomous region, and municipality directly under the Central Government. This certificate is valid nationwide. Those who obtain the Professional Qualification Certificate for Cost Engineers must go through the registration procedures with the cost engineer registration authority in their respective province (region, city) as required; the validity period of such registration is 3 years. Three months before the expiration of the validity period, the holder must go to the registering authority to complete the re-registration procedures as required.
Eligibility criteria for candidates to become registered supervision engineers nationwide: Any citizen of the People’s Republic of China who is in good health, abides by laws and regulations, and meets one of the following conditions may apply to take the professional qualification examination for supervision engineers. (1) Requirements for taking the comprehensive (four-subject) exam: 1. A diploma at the junior college level or above in engineering technology or engineering economics; in accordance with **relevant regulations**, holding an intermediate position in engineering technology or engineering economics and having served in that position for at least 3 years. 2. Obtain a senior position in engineering technology or engineering economics in accordance with **relevant regulations**. 3. Those who graduated from a secondary vocational school in the field of engineering technology or engineering economics prior to 1970 (including 1970), and who, in accordance with **relevant regulations, have obtained an intermediate position in this field and have held such position for at least 3 years. (II) Conditions for exemption from certain subjects: Candidates who are engaged in construction project supervision and meet all of the following four conditions may be exempted from the subjects of \"Construction Project Contract Management\" and \"Construction Project Quality, Investment, and Schedule Control\". 1. Graduated from a secondary vocational school or above with a degree in engineering technology or engineering economics prior to 1970 (including 1970) ； 2. Obtain a senior position in engineering technology or engineering economics in accordance with **relevant regulations** ； 3. At least 15 years of experience in engineering design or construction management ； 4. Have at least 1 year of experience in supervision work.
Requirements for applying to become a First-Class Registered Architect: 1. A degree in architecture or architectural design, with a master’s degree or higher in architecture, and at least 2 years of experience in architectural design work； Bachelor’s degree in Architecture, with 3 years of experience in architectural design work ； Bachelor of Engineering degree with a 5-year program duration, or equivalent, with at least 5 years of experience in architectural design work ； Bachelor’s degree in engineering with a 4-year program, or equivalent, and at least 7 years of experience in architectural design work ； Graduated from a three-year vocational program; has been working in architectural design for 9 years ； Graduated from a two-year vocational program; has been working in architectural design for over 10 years. 2. Graduated with a Doctor of Engineering degree in a related field (urban planning, urban-rural planning, construction engineering, building construction engineering, landscape architecture, architectural decoration technology, environmental art), with at least 2 years of experience in architectural design work ； Master’s degree in engineering or postgraduate education; at least 6 years of experience in architectural design ； Bachelor of Engineering degree with a 5-year program, or equivalent, with at least 7 years of experience in architectural design work ； Graduated with a four-year Bachelor of Engineering degree; has at least 8 years of experience in architectural design ； Graduated from a three-year vocational program; have been working in architectural design for over 10 years ； Graduated from a two-year vocational program; has been working in architectural design for over 11 years. 3. Other engineering fields: Master’s or postgraduate degree in engineering, with at least 7 years of experience in architectural design ； Bachelor of Engineering degree with a 5-year program, or equivalent, with at least 8 years of experience in architectural design work ； Graduated with a four-year Bachelor of Engineering degree; has at least 9 years of experience in architectural design. Note: In accordance with the “Implementing Regulations of the Regulations on Registered Architects of the People’s Republic of China” (Ministry of Construction Order No. 167), “Environmental Art” has been added to the list of specialties in this table. Applicants who do not possess the educational qualifications specified in the table above must have at least 15 years of experience in engineering design and must meet one of the following conditions in order to be eligible to take the examination for Certified First-Class Architects: (1) As a project leader or discipline supervisor, they must have overseen the entire design process of four civil architecture projects rated at Level 3 or above; among these, there must be at least one project rated at Level 2 or higher. (2) As the project leader or technical supervisor, complete four full-process designs for projects of medium size and above in other types of architectural design, including at least one large-scale project or a special building project. Note: For the classification of the levels \"Civil building design\" and \"Design of other types of buildings\", please refer to the classification of project levels in the **Notice on Issuing the Standards for Fees Related to Engineering Survey and Design** issued by the Price Bureau and the Ministry of Construction (Document No. (1992) Jiafei Zi 375) as well as the **Standards for Fees Related to Engineering Design (Revised Edition 1992)**. Note: Eligibility criteria for the exam may vary slightly by region. Candidates wishing to apply should consult their local personnel examination center for detailed information!
