Inclined ladder problem?

The steel structure is 35m long, with 5m per floor; how should an inclined ladder be constructed to access it? Which specifications should be followed, and how should the materials be listed? My approach here is to use an inclined ladder of model T45B09: a 2.5-meter-high inclined ladder with steel plates, followed by another 2.5-meter-high inclined ladder that leads upward, reaching a height of 5 meters; this process is repeated. The standard I referred to is the general drawing for steel ladders and handrails, HG/T 21613-96. The steel pipes of this guardrail are too far apart; it’s too dangerous to build them at 35 meters distance. Does this specification only allow for inclined ladders on steel platforms a few meters in height? Please advise
