On September 17, a groundbreaking ceremony was held for the pile foundation work of the gasification unit and coal storage and transportation unit under the relocation, upgrading, and renovation project of Shaanxi Yanchang Petroleum Xinghua Yushen Chemical Co., Ltd., which is being undertaken by Shaanxi Chemical Construction. Pang Zhanjun, General Manager of Shaanxi Yanchang Petroleum Xinghua Yushen Chemical Co., Ltd.; Shi Jian, Deputy General Manager of Aerospace Chang Zheng Chemical Engineering Co., Ltd.; Wang Yeyi, Deputy Chief Engineer of Shaanxi Chemical Construction; and relevant officials from the Construction Engineering Company attended the groundbreaking ceremony. According to the publicly announced winning bid information, Aerospace Changzheng Chemical Engineering Co., Ltd. won the bid for the project of relocating, upgrading, and reconstructing the coal storage, transportation, and gasification facilities in Xinghua. The winning bid amount is 530,941,390.00 yuan. Shaanxi Xinghua Group has relocated to the Qingshui Industrial Park in Yushen Industrial Zone, Yulin City, as part of its upgrade and transformation process. The total land area is 1,587 mu. Construct production facilities with an annual capacity of 500,000 tons of coal-based synthetic ammonia, 2×360,000 tons of dilute nitric acid, 860,000 tons of ammonium nitrate, 2×250,000 tons of nitro compound fertilizers, 20,000 tons of electronic-grade nitric acid, 5,000 tons of electronic-grade ammonia water, 5,000 tons of electronic-grade ultra-pure ammonia, 150,000 tons of industrial-grade and 50,000 tons of food-grade liquid carbon dioxide, as well as the required air separation unit with a capacity of 60,000 Nm³/h, along with all other production facilities, utility systems, auxiliary equipment, and supporting systems. The total investment for the project is 890,184 million yuan. Of this, the investment in environmental protection amounted to approximately 372.029 million yuan, accounting for 4.18% of the total investment. What is starting up now are the preliminary pile driving and civil engineering works for the gasification unit and coal storage and transportation unit of this project, with Shaanxi Huajian Construction Engineering Company responsible for carrying out these tasks. To ensure the safe and orderly progress of the project construction, the construction company has made detailed arrangements for the project’s execution: first, it organizes work carefully, plans it scientifically, and implements strict standards and high requirements for safe and civilized construction in order to advance the project and create a model project ； Second, we must keep the entrusted responsibilities in mind and fulfill our mission, using a tenacious will, the courage to overcome difficulties, and a scientific and pragmatic approach to accelerate project construction ； Third, it is necessary to thoroughly implement the three key controls of \"safety, quality, and schedule\" in construction projects, focus on standardized and meticulous construction practices, and strive to create high-quality projects with advanced standards and excellent performance. This project is a key initiative undertaken by Yanchang Petroleum Group and Xinghua Company to actively implement the strategic plans for addressing air pollution in the Guanzhong region of Shaanxi Province, as well as for relocating and transforming hazardous chemical enterprises in areas with high urban population densities. It is also part of the efforts to contribute to the development of the Yulin Energy Revolution Innovation Demonstration Zone. Through advanced production processes and technical methods, this project aims to facilitate the transformation and upgrading of these enterprises, as well as their sustainable development. Upon completion, the project will effectively fill the gap in the regional market for nitro compound fertilizers. It will also integrate closely with related industries within the park, thereby strengthening the industrial chain and promoting coordinated development of the region’s energy-related industries. The project is expected to generate annual revenues of 4 billion yuan, total taxes and profits of 770 million yuan, and a net profit of 540 million yuan. It will also create more than 1,700 direct and indirect jobs, making significant contributions to the local economic development and social stability.
