It was recently reported that the civil engineering work for the main framework of the urea production section in the Xinjiang Haoyuan Photoelectric Hydrogen Production Project, undertaken by the Xinjiang Command Center, has been successfully completed. As the first major project of over 10 billion yuan introduced to Jimusaer County, the facility is designed to produce 400,000 tons of synthetic ammonia per year, 500,000 tons of high-nitrogen compound fertilizers, 200,000 tons of diesel exhaust cleaners, 120,000 tons of melamine, 800,000 tons of acetic acid, 1.2 million tons of ethyl acetate, and 600,000 tons of ethanol. Once completed and put into operation, the project will make use of the abundant local coal and solar energy resources for on-site conversion, enabling clean and low-carbon utilization as well as the production of a variety of chemical products, thereby helping to transform local resource advantages into momentum for sustainable development. Phase 1 of the project is scheduled to be completed and put into operation in October 2026. Aerospace Changzheng Chemical Engineering Co., Ltd. is responsible for the design of core units such as gasification, air separation, and purification, as well as the auxiliary facilities throughout the plant. The first phase of construction will include coal gasification, gas purification, 400,000 tons per year of synthetic ammonia production, 500,000 tons per year of urea (an intermediate product), 500,000 tons per year of high-nitrogen water-soluble compound fertilizers, 200,000 tons per year of diesel engine exhaust cleaning agents, 120,000 tons per year of melamine, 100,000 tons per year of food-grade CO2, and 20,000 tons per year of hydrogen produced via water electrolysis ; Phase II construction includes coal gasification, 400,000 tons per year of synthetic ammonia, 500,000 tons per year of urine (an intermediate product), 500,000 tons per year of high-nitrogen water-soluble compound fertilizer, 200,000 tons per year of diesel engine exhaust cleaner, 120,000 tons per year of melamine, and 100,000 tons per year of food-grade CO2 ; Phase 3 involves the construction of a facility for producing 100,000 tons per year of green methanol, as well as 20,000 tons per year of hydrogen via water electrolysis. Nature of Construction: New project. Constructor: Xinjiang Haoyuan Chemical Co., Ltd., which is affiliated with Anhui Haoyuan Chemical Group Co., Ltd.; it was registered in Jimsar County, Changji Hui Autonomous Prefecture in September 2023. Location of construction: The project is situated in the Beisantai Circular Economy Industrial Park in Jimsar County, covering an area of 86.47 hm2. To its south and west lie the construction sites of Xinjiang Shundong Environmental Protection Technology Co., Ltd. and Xinjiang Hanhang Technology Co., Ltd., while the east and north sides are open areas. Construction content: This project uses coal as raw material to produce crude gas through a gasification unit, which is then refined into purified gas via a purification unit. These purified gases, combined with green hydrogen and nitrogen, form the raw materials for ammonia synthesis plants, from which liquid ammonia is produced. Liquid ammonia then reacts with the carbon dioxide produced by the purification device to form urine. Further processing of urine can yield high-nitrogen water-soluble compound fertilizers, diesel engine exhaust cleaners, and melamine. At the same time, green hydrogen and carbon dioxide can also be used together to produce green methanol. Project investment: The total investment amount is 7,066,005,100 yuan, of which the investment in environmental protection for Phase 1 is 136,640,000 yuan, for Phase 2 it is 108,590,000 yuan, and for Phase 3 it is 12,800,000 yuan. In total, the investment in environmental protection amounts to 258,030,000 yuan, accounting for 3.65% of the total investment. Project phases: The project will be constructed in three phases. Phase 1 primarily involves the construction of gasification and gas purification facilities, as well as production plants for synthetic ammonia, urine-based fertilizers, high-nitrogen water-soluble compound fertilizers, diesel engine exhaust cleaners, melamine, and food-grade CO2 ; Phase 2 continues some of the construction work from Phase 1 ; Phase three focuses on the production facilities for green methanol.
It is understood that the first phase of the project will primarily involve the construction of key facilities for coal gasification and coal gas purification. Once completed, it will create a complete low-carbon integrated production chain that makes full use of local coal resources, and by combining them with photovoltaic hydrogen production technology, enables the clean and efficient conversion of these resources. Upon completion and operation of the first phase, it is expected to generate annual revenues of 4.73 billion yuan, a total profit of 1.36 billion yuan, and tax payments of 270 million yuan. It will also create 550 job opportunities, providing strong support for the economic growth of Jimsar County. Liu Kai, deputy chief engineer for civil engineering at Anhui Haoyuan Chemical Group, said, “During the construction process, we strictly control the quality and schedule of the project, and actively adopt new technologies and processes.” Take the hydrogen production process as an example: the photovoltaic hydrogen production technology we use is more environmentally friendly and efficient compared to traditional methods, with significantly reduced energy consumption. The construction progress is going smoothly at present, ensuring that it will be completed and put into operation as scheduled in November 2026. ” At the same time, in order to further extend the industrial chain, the structural adjustment project for producing 600,000 tons of ethanol from syngas per year, which is part of the second phase of development, was also launched at the same time. It is expected to be completed and put into operation in November 2026, alongside the first phase. The total investment in this project is 3.64 billion yuan; upon completion, it is expected to generate annual revenue of 3.45 billion yuan and a profit of 1.11 billion yuan. The project will utilize the syngas produced in Phase 1, along with efficient and clean pulverized coal gasification technology, to convert local coal resources into ethanol products of high added value, thereby promoting the diversification of the industry.
