Regulations on the class leader’s authority to take emergency actions

I would like to ask all the experts: Does anyone know in which regulation it is stipulated that class monitors are granted authority for emergency actions? Thank you! !
Article 52 of the Work Safety Law: When employees encounter an emergency situation that directly endangers their personal safety, they have the right to cease operations or evacuate the workplace after taking any possible emergency measures. The general operating procedures stipulate that it is also legal to follow these procedures.
Each position should have defined scope of responsibilities; it’s best to check that.

Article 52 of the Work Safety Law applies only to employees; these employees can refer to all those who carry out operations on site, without specifying particular individuals, such as team leaders Scheduling? Or other frontline managers, etc……
If power is used properly, there’s no problem; but if judgment is wrong and actions are mishandled, then try again.
Report any issues in advance, just in case they can’t be handled properly. . . .
