Rounding value comparison method

GB20406-2017 specifies that for first-class products, the potassium oxide content must be ≥50%. The rounding method is used for comparison; so how should potassium oxide content of 49.6% be classified?

The final value is rounded to an integer; 49.6% rounds up to 50%, which meets the requirement of ≥50% for Grade A quality, so it is considered a qualified product.
The standard requires rounding to the nearest whole number (i.e., ≥50), with the rounding rule being 4.3.3.1; so should 49.6 be rounded to 50? Thank you.
