The review panel arranged for calibration of digital multimeters: personnel conducted on-site tests, with an average of 10 minutes required per unit for calibration; calibrating 71 digital multimeters took 710 minutes, which is close to 12 hours. That’s suicidal—not eating or drinking for 12 hours? 3. No physical traces: A certain test report from a laboratory, along with the original records, contains the test data for the pressure test and the glowing wire test. However, the on-site evaluation team found that: (1) there were no traces of testing or sampling on the test samples. (2) The tester was unable to recall the details of the sample installation and testing procedures for both the ball test and the hot wire test at that time ； (3) Failure to provide records and evidence of the processing of the test samples and the adjustments made to their condition. 4. The instrument capacity appeared out of nowhere. On-site inspections revealed that: (1) the laboratory test records showed that one concrete impermeability tester was used to conduct two or more tests simultaneously within the same time period; (2) the laboratory had only 2 concrete impermeability testers, and based on the amount of time those devices could be used, it was possible to produce only 4 reports on concrete impermeability between July 20 and 26, 2018, yet the laboratory actually issued 17 such reports.
