400 yuan per ton means that you can supply the waste sulfuric acid to other manufacturers who are willing to purchase it; you cover the shipping costs, an additional 400 yuan. If those manufacturers are not interested in your waste acid, they won’t take it even if you pay 1,000 yuan. The 1,500 yuan mentioned includes the energy costs associated with sulfuric acid decomposition, labor costs, and the cost of selling the resulting 98% pure sulfuric acid; still, so much money is required after that
