Selection of the quench heat exchanger (waste heat boiler) for the cracking furnace in an ethylene plant?

There are mainly two types of quench heat exchangers (waste heat boilers) used in the cracking furnaces of ethylene plants: traditional quench heat exchangers and linear quench heat exchangers. In some plants, linear quench heat exchangers are used for gas furnaces while traditional ones are used for liquid furnaces. Why can’t one type of quench heat exchanger be used throughout? Are there any principles or criteria for selecting this quench heat exchanger? Or what are the benefits or features?
Could some expert please explain this? Or should I go and post a question on the equipment maintenance forum?
Both our heavy oil and light oil furnaces, as well as gas furnaces, use linear quench heat exchangers. Generally speaking, once the technology becomes more mature, the traditional types will be phased out
