Jiangsu will develop a \"1+N\" chemical industry development pattern centered on the Lianyungang petrochemical industry base and 28 chemical parks (clustered areas). According to the Plan, the overall layout of Jiangsu’s chemical industry is divided into three main areas: the Yangtze River/Lake-adjacent industrial zone, the coastal industrial zone, and the northern Jiangsu industrial zone. The industries along rivers/lakes include 8 cities – Nanjing, Suzhou, Wuxi, Changzhou, Zhenjiang, Yangzhou, Taizhou, and Nantong (part of it) – with 9 chemical industrial parks and 8 concentrated chemical areas currently in existence. The industries along the rivers/lakes area is the region in the province where chemical enterprises are most concentrated, where the industrial foundation is the strongest, and where there is the greatest variety of industrial sectors. It also has the highest concentration of chemical parks and industrial clusters, thus possessing strong advantages for comprehensive development. However, there is little available land for development left. In some chemical industrial parks (clusters), the plots of land are scattered and do not meet the requirements for developing large-scale petrochemical projects. Therefore, these areas are suitable for developing industries located at the downstream end of the industrial chain and at the high end of the value chain, such as downstream deep processing in the petrochemical sector, fine chemicals in new fields, and new chemical materials. The Coastal Industrial Zone comprises three cities: Lianyungang, Yancheng, and (part of) Nantong. Currently, there are 5 chemical industrial parks and 3 chemical industry clusters in the area. Coastal industrial zones are the areas within the province’s chemical parks (concentrated zones) that have the largest available land area. They enjoy significant geographical advantages, excellent transportation facilities for goods in and out of the area, and the conditions necessary to develop large-scale petrochemical projects. Moreover, they are suitable for the development of industries that are located further down the industrial chain and at the higher end of the value chain, such as advanced processing of petrochemical products, fine chemicals in new fields, and new chemical materials. The northern Jiangsu region includes three cities: Xuzhou, Huai’an, and Suqian. Currently, there are four chemical industry clusters in this area. The Northern Jiangsu Industrial Zone focuses on upgrading existing industries, enabling the salt chemical and coal chemical industry chains to move up the value chain, and enhancing industrial clustering through integration. By developing the fine chemicals industry in new areas, we aim to upgrade and develop the traditional fine chemicals industry, striving to achieve integrated development that links raw material production with downstream new materials and specialty chemicals. Based on an analysis of the layout of the chemical park (concentrated) areas, out of the 14 recognized chemical parks in the province, 10 are located along the Yangtze River, while 4 are situated in coastal areas; the layout of these concentrated areas is relatively scattered. The Lianyungang Petrochemical Industry Base is one of the newly planned petrochemical industry bases in China, and it has become an important site for the **new round of strategic adjustments and structural improvements in the petrochemical industry. In terms of the layout of the industrial chain, during the 14th Five-Year Plan period, Jiangsu Province’s petrochemical industry will be primarily developed here. Mid- and upstream industries such as petrochemicals, organic raw materials, and synthetic materials continue to develop further based on their existing industrial foundations, with the industrial parks housing large petrochemical enterprises serving as the platforms for this development—examples include Lianyungang, Nanjing, Yangzhou, and Taizhou ; There are many chemical parks (or concentrated areas) whose industrial chains are driven by new chemical materials and high-end fine chemicals, and these are mainly located along the Yangtze River (within a 1-kilometer radius), with Suzhou, Wuxi, and Nantong being particularly concentrated in this area ; The coal chemical and salt chemical industries will continue to develop in areas with advantages, such as Xuzhou and Huai’an ; The life sciences, new pharmaceuticals, and electronic chemicals industries represent the high-end development directions that future chemical parks (clusters) will focus on. The number of chemical parks (clusters) led by these two industries is increasing gradually; cities such as Suzhou, Changzhou, Yancheng, Huai’an, Lianyungang, and Yangzhou all have chemical parks (clusters) centered around life sciences and new pharmaceuticals. The production of electronic chemicals is also widespread, with such facilities existing in Suzhou, Wuxi, Zhenjiang, and Suqian.
