On August 10, Qixiang Tengda replied to investors, stating that the company had discontinued plans for the Qinzhou project. On September 8, 2020, Qixiang Tengda signed a Framework Agreement on Investment Cooperation with the People’s Government of Qinzhou City, Guangxi. The total investment for this project is approximately 12.2 billion yuan; it is planned to be implemented in two phases, with completion expected within 3 years. The construction projects include: a 100,000-ton/year maleic anhydride plant, an 80,000-ton/year ethyl acetate plant, a 200,000-ton/year nitrile rubber latex plant, a 450,000-ton/year propane dehydrogenation plant, a 300,000-ton/year propylene oxide plant, and a 200,000-ton/year isononyl alcohol plant, among others. Qixiang Tengda’s withdrawal from the project in Qinzhou, Guangxi, indicates a change in the company’s strategy; new investments will be focused on Zibo, Shandong. The major projects that were originally planned to be invested in Qinzhou, including succinic anhydride, nitrile rubber, propane dehydrogenation, propylene oxide, and isononyl alcohol, will be implemented in Zibo one after another. Qixiang Tengda revealed that currently, the company has several projects under construction, including a 700,000-ton/year propane dehydrogenation project, a 300,000-ton/year propylene oxide project, a 200,000-ton/year maleic anhydride project, a 200,000-ton/year isononanol project, and a 100,000-ton/year PMMA project. The 700,000-ton PDH project is expected to come online in the second half of this year.
