Measures for Identifying Key Monitoring Points in the Chemical Industry of Hebei Province Article 1: These measures are formulated in line with **the requirements regarding the promotion of high-quality development in the chemical industry and those set out in the \"Work Plan for Hebei Province to Advance the ‘Four Batches’ of Industrial Enterprises\" (Ji Zheng Ban Zi [2020] No. 185), in order to standardize the management of the chemical industry, improve the inherent safety and green development levels of key chemical enterprises, and facilitate their transformation, upgrading, and improvement in quality and efficiency. They are drawn up taking into account the actual conditions of our province. Article 2: The key chemical monitoring sites referred to in these measures (hereinafter referred to as key monitoring sites) are those chemical manufacturing enterprises that are located outside the specialized chemical parks and concentrated chemical areas identified in accordance with the \"Procedures for Identifying Chemical Parks in Hebei Province (Trial)\", and that meet the requirements of **industrial policies, possess sound management practices, high technical standards, large scale of production, comprehensive safety and environmental protection measures, and outstanding economic benefits. Article 3: The city and county authorities are responsible for the supervision and management of key monitoring sites, while the relevant provincial departments carry out supervision, guidance, and support in accordance with their responsibilities, thereby continuously improving the quality, efficiency, as well as the level of intrinsic safety and green development among the enterprises at these key monitoring sites. Article 4: Enterprises identified as key monitoring sites shall be subject to the same regulations regarding project approval, construction, and management as those applied to enterprises within chemical industrial parks. Enterprises are supported in, in accordance with the relevant regulations on the construction and management of chemical projects, legally and compliantly building new facilities, renovating existing ones, or expanding projects related to existing equipment and products as well as those along the upstream and downstream stages of the industrial chain within or adjacent to their factory premises. Article 5 Independent legal entities that hold control over enterprises designated as key monitoring sites and are connected to the production facilities of such sites in a contiguous manner may, provided that they meet safety and environmental protection requirements, be included within the monitoring scope of those key monitoring enterprises. Enterprises that are included in the scope of monitoring for key monitoring points may, in accordance with laws and regulations, carry out renovations and expansions of their existing production equipment and products within their own premises. Article 6: To be designated as a key monitoring site, the following conditions must be met simultaneously: (1) The factory area is contiguous and integrated, in line with the territorial spatial plan of the location where the enterprise is situated (urban and rural planning, overall land use plan) ； (II) The distance between the enterprise’s production and storage facilities and sensitive locations such as nearby schools, hospitals, and residential areas meets the requirements regarding external safety and air quality protection distances ； (III) The enterprise’s products, process technologies and equipment, as well as production scale, meet the requirements of the **current \"Guidelines for Industrial Structure Adjustment\" and \"Guidelines for Industries Open to Foreign Investment\"**, as well as relevant provincial and municipal industrial policies ； (IV) Basic chemical manufacturing enterprises had an average main business revenue of over 1 billion yuan in the previous year or over the past three years, with a tax contribution of no less than 50 million yuan ； Enterprises in the field of fine chemicals and new chemical materials must have had an annual main business revenue of over 100 million yuan in the previous year or over the past three years, with a tax contribution of no less than 5 million yuan ； For high-tech enterprises, agricultural input manufacturers, enterprises engaged in comprehensive resource utilization, export-oriented enterprises, as well as those tasked with reducing production capacity, cities may appropriately lower the standards based on local conditions ； (5) The enterprise is equipped with comprehensive environmental protection and safety facilities, including a centralized safety and environmental monitoring system that covers all major hazard sources and waste discharge points. Wastewater and waste gas are discharged in compliance with standards, and hazardous waste is disposed of in a harmless manner, with a disposal rate of 100%. The storage of hazardous waste complies with relevant safety and environmental protection requirements ； (VI) The enterprise shall have management personnel who meet the requirements for safe and environmentally sustainable production, as well as fire protection facilities and personnel that comply with the standards for safe production and emergency response, and it must possess effective management capabilities in terms of safety, environmental protection, and emergency handling. Enterprises that have achieved a safety production standardization level of three or higher and have passed a clean production audit can be considered to possess effective management capabilities in terms of safety, environmental protection, and emergency response ； (7) There were no cases of being subject to supervision by ** or provincial authorities during the year, and no outstanding issues related to safety, environmental protection, fire safety, etc. that required rectification within a set deadline. There have been no major or higher-level production safety accidents or environmental pollution incidents in the past three years. There are no issues with illegal use of land or illegal water extraction. Article 7: The key monitoring points shall be identified and announced by each city (including Dingzhou and Xinji cities, the same below), and the list shall be sent to the Provincial Development and Reform Commission, the Provincial Department of Industry and Information Technology, the Provincial Department of Ecology and Environment, the Provincial Department of Natural Resources, and the Provincial Department of Emergency Management. Article 8: Each city **shall establish procedures and management measures for identifying key monitoring sites within its jurisdiction, and may set stricter identification criteria based on local conditions. Key monitoring points with operating losses and declining economic efficiency should be included among the key targets for safety and environmental protection oversight. Article 9: Each city **shall establish a mechanism for removing sites from the list of key monitoring sites. In cases where any of the following circumstances occur, orders shall be issued to make corrections within a specified time frame; if the corrections are not satisfactory, the site will have its status as a key monitoring site revoked: (1) Illegal construction, renovation, or expansion of projects ； (II) In the event of a major or higher-level production safety accident or an environmental emergency ； (III) There are acts of evading supervision such as tampering with or fabricating monitoring data ； (IV) There are other serious violations of laws and regulations. Article 10: Priority should be given to the development of key monitoring sites within chemical industrial parks, so as to strengthen the industrial chains in these parks, optimize their industrial ecosystems, and thereby improve the quality of development in those parks. Article 11: The provincial and municipal departments of industry and information technology shall take the lead in establishing an information communication mechanism to regularly inform relevant departments of the production and operation, project construction, as well as safety and environmental protection conditions at key monitoring sites. Article 12 These measures shall come into force as of the date of issuance, and the interpretation thereof shall be the responsibility of the Provincial Department of Industry and Information Technology in conjunction with relevant provincial departments.
