Recently, Sinopec signed a technology licensing agreement for a 300,000-ton/year production facility for propylene oxide produced via the hydrogen peroxide process (HPPO) with Beifang Huajin United Petrochemical Co., Ltd. This marks the first time that Sinopec’s HPPO technology has been licensed, and it is also the first time that this technology has been licensed to a user outside of Sinopec’s own group. The HPPO technology package was developed through nearly 20 years of collaboration among five organizations: the Sinopec Research Institute of Petrochemical Technology, Sinopec Changling Branch, Hunan Changling Technology Development Co., Ltd., Sinopec Shanghai Engineering Co., Ltd., and Sinopec Qingdao Safety Engineering Research Institute. In 2014, China’s first industrial demonstration plant with an annual production capacity of 100,000 tons of HPPO was built, breaking foreign monopolies and filling a gap in China’s industry; this made China the third country in the world to possess this HPPO technology package. To date, this plant has been operating stably for long periods, with 100% of its output being of high quality. On this basis, through process optimization and scale-up studies, the Petrochemical Science Research Institute has successfully developed a 300,000-ton/year HPPO technology package, which is innovative and features fully independent intellectual property rights, offering broad prospects for market application. HPPO is an **advanced technology that is encouraged by policy and needs to be developed urgently; it helps improve the utilization of propylene resources in our country, adjust the structure of the petrochemical industry, and enhance the industry’s competitiveness. The HPPO integrated technology will inject new momentum into improving the efficiency of propylene resource utilization in China, adjusting the structure of the key petrochemical industry, and developing the green high-end new materials sector. The 300,000 tons per year HPPO-based propylene oxide production project of Beifang Huajin is one of the key projects under construction by China North Industries Group in the field of fine chemicals and raw materials. The completion of this project is of great significance for the development of new chemical materials that are encouraged and supported, for meeting the demand for high-end fine chemical products, and for supporting the strategic transformation and industrial upgrading of the Northeast region.
