On March 30, Inner Mongolia Rongxin Chemical Co., Ltd.’s project to produce 800,000 tons of olefins per year was approved for registration. Construction location: Ordos City -- Dalaat Banner -- Dalaat Economic Development Zone. Total investment: 950 million yuan, of which self-funded amount is 950 million yuan; bank loans applied for: 0 yuan; other sources: 0 yuan. Planned construction period: March 2021 to December 2024. Construction scale and contents: Construction of an 800,000-ton/year methanol-to-olefins (MTO) plant, along with its supporting utility facilities and auxiliary production facilities; the project will cover an area of approximately 3,000 mu. On March 15, the Spring Investment Promotion and Signing Ceremony for Major Projects in Dalate Banner, Inner Mongolia in 2022 was held. Among them, the Rongxin Chemicals project, which has an annual production capacity of 800,000 tons of olefins and downstream new materials, is on the list of projects signed in the third round. According to the public information, the project will include a new methanol-to-olefins plant with an annual capacity of 2.2 million tons, a polyethylene plant with an annual capacity of 450,000 tons, a polypropylene plant with an annual capacity of 450,000 tons, and a butene-1 plant with an annual capacity of 15,000 tons. The 800,000-ton olefins project involves the construction of a new 2.2 million tons per year methanol-to-olefins plant, a 450,000 tons per year polyethylene plant, a 450,000 tons per year polypropylene plant, a 15,000 tons per year butene-1 plant, and a 50,000 tons per year steam cracking plant, along with the associated auxiliary facilities. Project Overview: The 800,000-ton per year olefin production project of Inner Mongolia Rongxin Chemical Co., Ltd. is located in the Sanyangliang Industrial Park in Dalat Banner, Inner Mongolia Autonomous Region. Construction scale: The project involves the construction of a new methanol-to-olefins plant with an annual capacity of 2.2 million tons, a polyethylene plant with an annual capacity of 450,000 tons, a polypropylene plant with an annual capacity of 450,000 tons, and a butene-1 plant with an annual capacity of 15,000 tons. The total investment in these construction projects is 1,003,790 million yuan, of which 840,949 million yuan is allocated to the construction itself, while 26,748 million yuan is for working capital. Inner Mongolia Rongxin Chemical Co., Ltd. currently has the \"1.8 million tons per year coal-to-methanol and 600,000 tons per year methanol production project in the first phase\" (hereinafter referred to as the \"First Phase Project\"), as well as the \"400,000 tons per year coal-to-ethylene glycol and 300,000 tons per year polyoxymethylenemethane production project for circular economy purposes\" (hereinafter referred to as the \"Second Phase Project\"). “The “Phase 1 project” is a project acquired by Yankuang Group in 2009 from **Jiantao Chemical Company, in order to implement the \"Energy Strategic Cooperation Framework Agreement\" and the \"Comprehensive Development Framework Agreement for Coal, Electricity, and Chemicals\" between Shandong and Inner Mongolia provinces, in accordance with the suggestions of Ordos City. The methanol project is located in the Sanyangliang Industrial Park, Dalaat Banner, Ordos City, Inner Mongolia, covering an area of about 1,300 mu. The approved total investment for this project amounts to 5.111 billion yuan. The entire plant includes units for air separation, gasification, shift reaction, low-temperature methanol washing, sulfur recovery, methanol synthesis, distillation, and utility systems. The project received environmental impact assessment approval in 2012 (Document No. Neihuan Shen 123); construction began in the same year. Qualified methanol was produced in July 2014, and the project passed the environmental completion inspection in 2015 (Document No. E Huan Jian Zi 105). “Preparations for the second-phase project began in 2016; it is located within the premises of Inner Mongolia Rongxin Chemical Co., Ltd. in the Sanyangliang Industrial Park, Dalaat Banner, Ordos City, Inner Mongolia. The investment amount for this project is 7.681 billion yuan. Using coal as a raw material, this project employs water-coal slurry gasification to produce CO and H2 required for the manufacture of ethylene glycol, as well as purified syngas needed for methanol synthesis. Ethylene glycol is synthesized via the syngas indirect method, while polydimethyl ether (DMMn) is produced through the methanol indirect method. The entire project includes facilities for air separation, gasification, shift conversion, rectisolve, sulfur recovery, methanol synthesis and distillation, ethylene glycol production, and utility systems. The project received approval for its environmental impact assessment in November 2017 (Document No. E-Hui-Ping- Zi 154), and construction began officially in the same month. High-quality methanol was produced on October 25, 2019, while qualified ethylene glycol products were manufactured on December 28, 2019. In December 2020, it passed the environmental acceptance upon completion. In October 2019, Inner Mongolia Rongxin Chemical Co., Ltd. began preparations for the “Project to Produce 800,000 tons of olefins per year by Inner Mongolia Rongxin Chemical Co., Ltd.” The project is located to the south of the existing plant site of Inner Mongolia Rongxin Chemical Co., Ltd., and it aims to increase the methanol production capacity to 2.4 million tons per year through energy-saving upgrades, in order to produce olefins.
