In the past, Fujian’s petrochemical industry focused on light industrial products, with a low level of industrial concentration. As the leading petrochemical enterprise in the province, Fujian Refining & Chemical Company has seized the new opportunities presented by enhanced exchanges and cooperation across the Taiwan Strait to enter the Gulei Peninsula in Zhangzhou, thereby promoting the further development of the petrochemical industry in Fujian Province. Today, the Gulei Petrochemical Base has become one of the seven major petrochemical bases in the country, as well as the only petrochemical industrial park in Taiwan. Over the past 10 years, Fujian’s petrochemical industry chain has grown from short to long. At present, Fujian’s petrochemical industry has developed into an industrial cluster centered around the Gulei Petrochemical Base in Zhangzhou and the Meizhou Bay Petrochemical Base, with key industrial zones such as the Quangang Petrochemical Industrial Park, the Quanhuai Petrochemical Industrial Park, and the Gulei Port Economic Development Zone serving as its foundation. By relying on diverse local sources of ethylene and propylene as raw materials, this industry focuses on producing high-end materials such as advanced resins and synthetic fibers, thereby pushing its products toward higher quality levels and enabling the petrochemical industry chain to extend further downstream. Over the past 10 years, the scale of Fujian’s petrochemical industry has grown from small to large. With the development of the Western Taiwan Strait Region being elevated to a **strategic initiative, domestic and international giants such as Sinopec, PetroChina, CNOOC, Sinochem Holdings, and Saudi Aramco have successively made investments in the region. The entry of state-owned enterprises, private firms, and foreign companies has enabled Fujian, which produces “not a single drop of oil,” to rank among China’s major provinces in the petrochemical industry. Empowering industrial upgrading through intelligence – the concept of building a “Digital Fujian” was put forward by **** during his tenure in Fujian in the year 2000; it also serves as the ideological foundation for developing a Digital China. Fujian’s petrochemical enterprises are seizing opportunities to accelerate the innovative development of the industrial Internet. The successful transformation of industry leaders serves as a model and a replicable template for the digital transformation of the manufacturing sector. Fujian Petrochemical Group Co., Ltd., the leader in Fujian’s petrochemical industry, has been engaged in digital transformation for 10 years; today, the coverage rate of digital services within the company exceeds 95%, achieving \"common data sources\". Lianhua Co., Ltd., by leveraging technologies such as 5G, artificial intelligence, and big data, has established a truly intelligent factory that covers everything from overall design to operation and maintenance. The “Comprehensive Intelligent Management System Project for the Entire Gulei Petrochemical Plant” by Fujian Gulei Petrochemical Co., Ltd. has been awarded the Excellence Award for Operational Model Leader by International Data Corporation. Intelligent transformation brings out the full vitality of chemical enterprises. By the end of 2021, Fujian ranked third and second in the country respectively in terms of the number of enterprises that had met the standards for integrating information technology and industrialization. The penetration rate of digital methods in enterprise management, as well as the usage rate of digital tools for research and development in these enterprises, ranked fourth and sixth nationwide. The number of enterprises in Fujian that had adopted cloud computing services exceeded 50,000. Green development enhances traditional advantages. This has facilitated the accelerated development of high-value-added chemical projects such as those related to new chemical materials and high-end fine chemicals, thereby promoting the growth of these petrochemical enterprises in a more organized, large-scale manner, as well as fostering integration, intensification, and greener practices in their operations. Quanzhou Petrochemical Company promotes carbon reduction through energy savings, and in turn uses energy savings to further reduce carbon emissions, thereby driving its own high-quality development. The carbon emission intensity of its oil refining operations has been decreasing year by year, exceeding the requirement set by Fujian Province that the annual carbon emission intensity in the petrochemical industry should decrease by no less than 2%. CATL and BASF have signed a framework agreement to accelerate progress toward global carbon neutrality goals. Quangang District adopts a circular economy approach to develop modern chemical industrial parks, giving priority to safety, environmental protection, and ecological sustainability, and it promotes clean production to reduce resource and energy consumption as well as pollutant emissions at the source. After the reorganization, the group’s total assets amounted to 140.302 billion yuan, making it the leading enterprise in Fujian’s energy and petrochemical industries ; The Sino-Saudi Gulang Ethylene Project, which plans to invest 40 billion yuan and have an annual ethylene production capacity of 1.5 million tons, has officially signed its joint venture contract ; CATL, the world’s leading manufacturer of power batteries, has announced its intention to invest up to 7.34 billion euros in Debrecen, Hungary, to establish a new battery production facility there… The \"dual circulation\" strategy has expanded the growth opportunities for chemical companies in Fujian. “In the first year of the 14th Five-Year Plan period, the \"Fujian Province 14th Five-Year Plan for High-Quality Development of the Manufacturing Sector\" was issued. This plan calls for integrated and refined development, emphasizes the creation of \"two bases and one special zone\", seeks to increase oil refining capacity, enhance the supply of raw materials such as olefins and aromatics, promote the deep processing of petrochemical products, and develop plastics, rubbers, and specialty chemicals – all of which provide guidance for the future development of Fujian’s petrochemical industry.
