Distance control between different types of chemical enterprises adjacent to a chemical industrial park

Within a chemical industrial park, there is an ordinary chemical manufacturing facility that complies with construction regulations. The adjacent enterprises are those engaged in fine chemical production and those that follow petrochemical industry regulations. Therefore, how should the fence surrounding this ordinary chemical facility be positioned with regard to the office buildings and Class A and B facilities of the fine chemical and petrochemical enterprises? The shared courtyard wall cannot be moved – is it possible to only adjust the buildings?
For example, the courtyard wall of an adjacent company needs to be set back 40 meters from the fine chemicals office building; in cases where a shared courtyard wall is used, no such setback is possible. Is it possible for the building to be set back 40 meters from the office building?
When planning the general layout of the park, consideration was given to the arrangement of each block, including safety distances. Therefore, there is no need to consider building setbacks from adjacent enterprises. If the location of the company’s office building must be taken into consideration, it should not be situated downwind of neighboring companies, to avoid being exposed to the polluted air emitted by those companies.
