Recently, the General Offices of the Ministry of Industry and Information Technology, the Ministry of Natural Resources, the Ministry of Ecology and Environment, the Ministry of Transport, and the Ministry of Emergency Management issued the \"Notice on Promoting the Standardized Construction and High-Quality Development of Chemical Industrial Parks\" (hereinafter referred to as the \"Notice\"). Chemical industrial parks are important platforms for the high-quality development of the petrochemical industry. Since the issuance of the \"Provisional Measures for the Construction Standards and Recognition of Chemical Industrial Parks,\" various regions have actively pursued the recognition process for such parks, resulting in a significant reduction in safety and environmental risks in these parks as well as an obvious improvement in their quality of development. To continue to ensure the standardized development and recognition management of chemical industrial parks and to promote their progress from standardized construction toward high-quality development, the Notice proposes 8 specific measures focusing on three aspects: continuing to ensure the standardized development and recognition management of chemical industrial parks, carrying out evaluations and renovations of such parks, and implementing safeguard measures. To continue to promote the standardized development and accreditation management of chemical industrial parks, the Notice outlines three specific measures: reviewing the provincial-level accreditation procedures for such parks, tightening the oversight of their accreditation process, and accelerating the rectification of issues within these parks. First, conduct a review of the provincial chemical park accreditation procedures. The agencies responsible for the recognition of chemical industrial parks shall submit the detailed rules for the recognition and management of chemical industrial parks in their respective regions (hereinafter referred to as provincial rules) to the Ministry of Industry and Information Technology (Department of Raw Materials Industry) by August 15, 2025. The Ministry of Industry and Information Technology, in conjunction with relevant departments, reviewed the provincial-level regulations in accordance with the \"Standards for the Construction of Chemical Industrial Parks and Measures for Their Recognition (Trial)\\", focusing on checking for any missing items or relaxed requirements, and submitted feedback on the corrective actions to the relevant provinces by September 15. Second, strictly regulate the identification and management of chemical industrial parks. The agencies responsible for identifying provincial chemical industrial parks shall revise and improve the provincial regulations by October 30, in accordance with the corrective suggestions provided by the Ministry of Industry and Information Technology. Suspension of the recognition of chemical industrial parks until the revision work is completed ； For the identified chemical industrial parks, a reevaluation must be completed by the end of 2025 in accordance with the revised provincial regulations. Third, accelerate the rectification of issues in chemical industrial parks. The provincial-level management agencies responsible for the accreditation of chemical industrial parks shall establish a ledger for rectification efforts regarding issues identified in processes such as accreditation and re-evaluation of these parks. They must specify tasks, timelines, and responsible persons, and urge and guide the relevant chemical industrial parks to carry out rectifications within a set timeframe. During this period, the processing of procedures related to new construction, renovation, or expansion of chemical projects (except for safety, environmental protection, energy conservation, and smart transformation projects) shall be suspended in accordance with laws and regulations. Should a park still fail to meet the requirements after the deadline, its accreditation status shall be revoked in accordance with laws and regulations. At the same time, it is necessary to accelerate the rectification of the issues identified in the follow-up reviews of the management of chemical industrial parks conducted by departments such as the Ministry of Industry and Information Technology, as well as those problems related to the inadequate construction and operation of wastewater collection and treatment facilities in chemical industrial parks detected through inspections and assessments by environmental protection departments. Additionally, the suggestions put forward by experts providing guidance for the improvement of safety standards in chemical industrial parks under the Office of the State Council’s Safety Committee should also be addressed promptly to ensure that all tasks are completed on schedule. Regarding the evaluation and renovation of chemical industrial parks, the Notice requires hierarchical evaluation and promotes improvements through renovation. The agencies responsible for identifying provincial-level chemical parks are required to organize these parks to conduct assessments of their competitiveness and level of smart development in accordance with the \"Guidelines for Evaluating the Competitiveness of Chemical Parks\" and the \"Guidelines for Evaluating the Smart Development of Chemical Parks\". After self-assessment by the parks and review by the relevant departments, the results of these assessments must be submitted to the Ministry of Industry and Information Technology (Department of Raw Materials Industry) by October 31. It is necessary to conduct diagnostic analyses of the weaknesses and shortcomings in chemical parks at the third level of organizational competitiveness and at the initial stage of digitalization; specialized renovation plans should be formulated by the end of 2025, with efforts made to urge and guide relevant chemical parks to carry out targeted renovations and improve their capabilities ； It supports chemical industrial parks at the competitive secondary level and those in the stage of intelligent upgrading to further improve themselves in areas such as innovation-driven development, green and low-carbon practices, sustainable development, and intelligent transformation. The Notice states that relevant industry associations, standard development organizations, and other third-party entities should strengthen the promotion and dissemination of the “two guidelines,” continuously improve the standard system for chemical industrial parks, and enhance training, interpretation, implementation, and promotion of these standards ； Continuously improve the competitiveness and smart evaluation management systems for chemical parks, providing public services such as hierarchical evaluation, problem diagnosis, and improvement advice for these parks ； Focusing on the needs for high-quality development of chemical industrial parks, we summarize their typical experiences and practices in aspects such as industrial coupling, technological innovation, and smart park construction, and conduct experience exchanges through various formats. The Notice emphasizes that relevant regions should, through industry-finance collaboration and activities aimed at facilitating industrial relocation, channel various resources toward high-quality chemical industrial parks ； Priority shall be given to supporting chemical industrial parks that have achieved a relatively low safety risk level (Level D), a competitiveness level of Grade 2, and a smartness improvement level of Grade 2 or above, in terms of land supply, financial support, and infrastructure development. Chemical industrial parks undergoing expansion should, in principle, have a low safety risk level (Grade D) and competitiveness at level 2 or above. Leverage existing funding channels to support eligible projects for the renovation and upgrading of chemical industrial parks.
