On October 17, the People’s Government of Ganyu District released the full text of the environmental impact assessment report for Jiangsu Fenghai High-Tech Materials Co., Ltd.’s 1.5 million tons per year propane comprehensive utilization project. Project Name: 1.5 million tons/year Propane Comprehensive Utilization Project ； Project nature: New construction ； Construction unit: Jiangsu Fenghai High-Tech Materials Co., Ltd ； Construction location: Chemical Industry Park, Zewang Port Industrial Zone (Chemical Sector, Ganyu Marine Economic Development Zone, Jiangsu) ； Total investment amount: The total investment amounts to 1,537,136 million yuan, of which 474,220 million yuan is allocated to environmental protection efforts, accounting for 3.09% of the total investment ； Land area: 814,100 m2, green space area: 40,800 m2 ； Number of employees: The planned workforce for the project is 767 people ； Working system: Four shifts with three rotations; annual operating hours amount to 8,000 hours (333 days) ； Estimated commissioning date: May 2025 (no phased construction). Construction scale: one set of propane comprehensive utilization facility with an annual capacity of 1.5 million tons, one set of polypropylene facility with an annual capacity of 400,000 tons, one set of styrene facility with an annual capacity of 500,000 tons, one set of polyolefin composite new material facility with an annual capacity of 400,000 tons, one set of butadiene facility with an annual capacity of 50,000 tons, etc. Jiangsu Fenghai High-Tech Materials Co., Ltd. is a company established in the Jiangsu Ganyu Marine Economic Development Zone by Shandong Hongliyuan Co., Ltd. (a subsidiary of Shandong Dongming Petrochemical Group Co., Ltd.) and Jiangsu Xinhai Petrochemical Co., Ltd. It is located on Lianyungang Avenue in the Zewang Port Industrial Zone of Ganyu District, Lianyungang City, and is engaged in the production and operation of products such as propylene, polypropylene, styrene, and butadiene. In line with their respective strategic development goals, Shandong Hongliyuan Co., Ltd. and Jiangsu Xinhai Petrochemical Co., Ltd. are vigorously developing the petrochemical industry in the Zewang Port Industry Zone of Ganyu District, Lianyungang City. While establishing the 1.5 million tons/year comprehensive propane utilization project of Jiangsu Fenghai High-Tech Materials Co., Ltd., and in conjunction with the existing facilities of Xinhai Petrochemical, supporting projects are also planned and constructed during the same period: the storage tank farm and pipeline project of Jiangsu Runhai Oil Products Sales Co., Ltd.; the utility project of Jiangsu Haihan Energy Industry Co., Ltd.; and the liquid hydrocarbon storage tank farm and pipeline project of Jiangsu Fenghai High-Tech Materials Co., Ltd. Conclusion of the EIA: After conducting investigations, analyses, and a comprehensive evaluation, the EIA agency concluded that once the supporting project is completed, the construction of this project will comply with relevant national and local laws, regulations, standards, policies, norms, and planning requirements pertaining to environmental protection ； During the production process, the concept of clean production is adhered to. The various pollution prevention and control measures employed are technically feasible and economically reasonable, ensuring that all types of pollutants are discharged in compliance with standards over the long term ； The prediction results indicate that the pollutants emitted by the project have little impact on the surrounding environment and environmental protection goals ； By implementing targeted risk prevention measures and enacting emergency response plans, the environmental risks associated with the project can be prevented and controlled. During the period of public participation conducted by the construction unit, no feedback from the public was received. In summary, provided that all environmental protection measures outlined in this report and the management requirements set forth by environmental authorities at all levels are implemented, the construction of this project is environmentally feasible from an environmental perspective.
