In 2023, Jiangsu Province continued to vigorously promote the development of the petrochemical and chemical industries. According to Jiangsu Province’s 14th Five-Year Plan for the advanced development of the chemical industry, the total output value of this industry in Jiangsu is expected to exceed 1.4 trillion by the end of that plan period. Jiangsu Province is a major chemical industry hub. It has developed a diversified industrial system encompassing various sectors, from oil refining and ethylene production to the manufacturing of basic chemical raw materials, synthetic materials, and specialty chemicals. The scale of its chemical industry ranks among the top in the country, and it plays a crucial role in the local industrial structure. In terms of production capacity, several sub-industries in our province hold an important position nationwide. Among them, its refining capacity ranks fourth among all provinces and cities in the country, accounting for 4.9%, while its share of crude oil processing volume nationwide is 6.5% ； The ethylene production capacity accounts for 8.8% of the national total, ranking fourth ； It ranks first in China in terms of acetic acid production capacity, accounting for approximately 38% of the country’s total capacity. It also holds a significant market share in China for other organic raw materials such as bisphenol A, acrylonitrile, and propylene oxide. The polystyrene industry enjoys significant scale and clustering advantages; the production capacity of GPPS/HIPS accounts for 48% of the total national capacity, ranking first in the country ； China has the largest production capacity in the field of engineering plastics, including polybutylene terephthalate (PBT), polyphenylene ether (PPE), and polymethyl methacrylate (PMMA) ； The total output value of fluorine chemical manufacturing enterprises in our province accounts for about 16% of the national total output value for fluorine chemicals ； In Jiangsu Province’s fine chemicals industry, the production capacity of traditional fine chemicals ranks among the top in the country. The province boasts significant advantages in areas such as pesticides and their intermediates, coatings, synthetic material additives, multifunctional intermediates, dyes, pigments and their intermediates, and oleochemicals. In emerging fields of fine chemicals, Jiangsu leads nationally in the area of electronic chemicals; certain products, including electronic-grade hydrogen peroxide, N-methylformamide, and lithium hexafluorophosphate, hold the top position nationwide. In accordance with the Jiangsu Province’s 14th Five-Year Plan for the high-end development of the chemical industry, a \"1+N\" industrial structure for chemicals will be established, with the Lianyungang petrochemical industry base and 28 chemical parks (clustered areas) as its core components. The overall industrial layout is divided into three main parts: the industries along rivers/lakes, the coastal industrial zone, and the northern Jiangsu industrial zone. Industrial zones along rivers/lakes, including the 8 cities of Nanjing, Suzhou, Wuxi, Changzhou, Zhenjiang, Yangzhou, Taizhou, and Nantong (part of it), have currently 9 chemical industrial parks and 8 concentrated chemical areas ； The Coastal Industrial Zone comprises three cities: Lianyungang, Yancheng, and part of Nantong. Currently, it has 5 chemical industrial parks and 3 chemical industry clusters ； The northern Jiangsu region includes three cities: Xuzhou, Huai’an, and Suqian. Currently, there are four chemical industrial parks in the area. Among them, the Lianyungang Petrochemical Industry Base is one of the newly developed petrochemical industry bases strategically planned in China. It serves as a key platform for the new round of strategic adjustments in the layout of the petrochemical industry, as well as for optimizing its structure. In terms of industrial chain layout, during the 14th Five-Year Plan period, Jiangsu Province will primarily develop its petrochemical industry here; notable projects include those undertaken by Shenghong and Satellite Chemical. Mid- and upstream industries such as petrochemicals, organic raw materials, and synthetic materials continue to develop further based on their existing industrial foundations, with the industrial parks housing large petrochemical enterprises serving as the platforms for this development—examples include Lianyungang, Nanjing, Yangzhou, and Taizhou ； There are many chemical parks (or concentrated areas) whose industrial chains are driven by new chemical materials and high-end fine chemicals, and these are mainly located along the Yangtze River (within a 1-kilometer radius), with Suzhou, Wuxi, and Nantong being particularly concentrated in this area ； The coal chemical and salt chemical industries will continue to develop in advantageous regions, such as Xuzhou and Huai’an.
